Türkiye'de tarihi yapılarda façadism (cephecilik) uygulamalarının koruma kapsamında değerlendirilmesi

Özet
Kentsel gelişim ile koruma arasındaki dengeyi kurmayı amaçlayan cephecilik, yakın geçmişte uygulanmış ve günümüzde halen uygulanmaya devam edilmektedir. Korumacılar tarihi yapıların içlerini boşaltarak, cephe gerisinde güncel uygulama yapmaya izin veren cephecilik uygulamalarına, tarihi yapının bütünlüğünün bozulması nedeniyle karşı çıkmış ve uygulamaların koruma uygulaması olarak kabul edilemeyeceğini belirtmişlerdir. İlk örneklerde tarihi binanın dış kabuğu içerisinde gerçekleşen uygulamalar, günümüzde alan kazanımına odaklanan, tarihi yapının gabarisinin değiştirildiği uygulamalara dönüşmüşlerdir. Tezde cephecilik konusu ve Türkiye'den seçilen örnekler, farklı konu başlıkları altında değerlendirilmiştir. Değerlendirmeler, SWOT (Strengths, Weaknesseses, Opportunities ve Threats) ve AHP (Analytic Hierarchy Process) analizinin beraber kullanıldığı bir model ile yapılmıştır. Bu model ile cephecilik uygulamalarında birden fazla etken faktörün, olumlu ve olumsuz yönleri değerlendirmede yer almış, öznel yorumlardan nesnel sonuçlar elde edilmeye çalışılmıştır. Türkiye örneklerinin koruma kapsamında niteliklerine göre sıralaması yapılmıştır. Çalışmada genel olarak, cepheciliğin tarihi yapının gelecek kuşaklara aktarılması gereken değerlere zarar vermesi yanında, koruma kavramının sahip olduğu değerlere de aykırı uygulamalar olduğu sonucuna ulaşılmıştır.
Façadism, aimed at establishing the balance between urban development and conservation, has been applied in the recent past and is still being applied today. However, the conservators generaly disprove of the façadism applications that allow current applications behind the facade which damage the integrity of the historical building by emptying the interior spaces of such historical buildings and state that such applications cannot be accepted as a conservation application. Although the initial applications of façadism were performed only on the exterior shell of the historical building, today they have become more generalized application which change template of the historical building in order to provide more space. In this dissertation, first, façadism as a general conservation policy is assessed by referring to representative examples around the world; and second, selected applications from Turkey are evaluated. The evaluations were made using by a model in which SWOT (Strengths, Weaknesseses, Opportunities and Threats) and AHP (Analytic Hierarchy Process) analyses together. The objective of using such a model was to base the evaluation process on several factors including both the favorable and unfavorable aspects involved. Accordingly, an attempt was made to reach relatively objective results on the basis of the subjective evaluations made by the investigator, using the criteria set by the model. Façadism examples from Turkey were grouped arranged according to their conservation-types. It was concluded that, in general, façadism applications are not only against the aim of building bridges between generations but also are incongruent with the values of conservation.
