Buğday ve Arpanın Tohumluk Sertifikasyonunda Kullanılan Laboratuvar Testlerinde Sınıf ve Kademe Düşmesini Etkileyen Faktörlerin ve Neden Olduğu Ekonomik Kayıpların Belirlenmesi

Özet
Konya ili sertifikalı tohumluk üretiminde ülkemizde önemli bir paya sahiptir. Tohumluk sertifikasyon
işlemi T.C. Tarım ve Orman Bakanlığı ve onun yetkilendirdiği kuruluşlarca yapılmaktadır. Konya Ticaret
Borsası kuruluşu olan Konya Laboratuvar ve Depoculuk AŞ ‘de yetkilendirilmiş tohum sertifikasyon
kuruluşudur. Bu çalışmada; Konya Laboratuvar ve Depoculuk AŞ’nin 2015-2020 yılları arası tohumluk
sertifikasyon verileri kullanılmıştır. Sertifikasyon laboratuvar testleri ISTA (International Seed Testıng
Association) sertifikasyon kurallarına göre yapılmaktadır. Teste tabi tutulan numunelerin belirtilen şartları
sağlaması sonucunda numuneye tohumluk sertifikası verilmektedir. Belirli şartları sağlayamayan
numuneler sertifika kademe kaybı yaşamakta ya da tohumluk olamaz raporu düzenlenmektedir. Bu
çalışmada 2015- 2020 yılları arasında sertifika kademe kaybı yaşayan ve tohumluk olamaz raporu
düzenlenmiş numunelerde bu kayba neden olan kriterlerin oranlarını tespit etmek ve tohumluk olamaz
raporu almış numunelerin ülke ekonomisindeki yarattığı mali kayıp araştırılmıştır. Çalışmayı kapsayan
yıllarda en fazla tohumluk olamaz numune miktarının 2015 yılına ait olduğu tespit edilmiştir. Yıllar
geneline bakıldığında en fazla tohumluk olamaz raporu almış tür arpa olarak belirlenmiştir. Arpayı, 2.
sırada makarnalık 3. sırada ekmeklik buğday takip etmektedir.. Sertifika kademe kaybının 2020 yılında
en yüksek miktarda olduğu tespit edilirken yine arpa türünde bu miktarın en fazla olup arpayı, ekmeklik
buğday ve makarnalık buğday takip etmektedir. Ekonomik kayıp üzerinde çalışılan yıllar genelinde
tohum olamaz numunelerinin elenmiş ürün olarak piyasaya girmesi göz önünde tutularak Tarım
İşletmeleri Genel Müdürlüğü (TİGEM)ve özel sektör tohumluk fiyatlarıyla hesaplama yapılmıştır. Oluşan
kaybın TİGEM sertifikalı tohumluk satış fiyatları üzerinden -11.176.576,40 TL olurken özel sektör
sertifikalı tohumluk satış fiyatı üzerinden -11.743.082,91 TL olduğu belirtilmiştir.
Konya province has an important share in certified seed production in Turkey. The seed certification process is carried out by the Ministry of Agriculture and Forestry of the Republic of Turkey and its authorized institutions. It is the seed certification body authorized by Konya Laboratory and Warehousing I.C., which is the organization of Konya Commodity Exchange. In this study; Seed certification data of Konya Laboratory and Warehousing I.C. for the years 2015-2020 were used. Certification laboratory tests are carried out according to ISTA (International Seed Testing Association) certification rules. As a result of the tested samples meet the specified conditions, a seed certificate is given to the sample. Samples that do not meet certain conditions experience for certified seed a loss of certificate level or a report that refusal for certification is issued. In this study, it was investigated to determine the ratios of the criteria that caused this loss in the samples that had a certificate level loss and the refusal report for certification between 2015 and 2020 years, and the economic losses caused by the samples. In the years covering the study, it was determined that the maximum amount of refusal certification belonged to 2015. When we look at the years in general, it was determined that the type that receives the most refusal reports that it could not be seeds was determined as barley. Barley is followed by durum wheat and bread wheat, respectively. While it was determined that the level losses of certificate were the highest in 2020, these losses were the highest in barley type, followed by bread wheat and durum wheat. The General Directorate of Agricultural Enterprises (GDAE) and private sector seed prices were based on the calculation of economic loss. It was stated that the loss occurred was -11,176,576.40 TL over GDAE certified seed sales prices, while -11,743,082.91 TL over private sector certified seed sales prices.
