Çin'in "Bir Kuşak Bir Yol" Projesi: Barışçıl Yükseliş mi Hegemonik Rekabet mi?

Özet
Bu çalışmada dünyadaki önemli tartışmaların merkezinde bulunan “Bir Kuşak Bir
Yol /BKBY” projesi ve bu projenin rotası boyunca yer alan ülkelerin ilişkileri
incelenmiştir. Daha doğrusu bu projenin Çin’in barışçıl yükselişine mi yoksa
hegemonya arayışına mı hizmet ettiği sorusuna cevap aranmıştır. Bu kapsamda, her
projede olduğu gibi, “BKBY” projesinin de ortaya çıkışının nedenleri ve önemi tarihsel,
siyasi, iktisadi ve bireysel gibi farklı açılardan incelenmiştir. “BKBY” projesinin genel
durumu, teorik altyapısı, yatırım kuruluşları ve yatırımları, ortak çıkarları ve büyüme
potansiyeli ortaya konulmuştur. Bu çalışmada, küresel ve bölgesel güçlerin, bölge
ülkelerinin ve “BKBY” projesi rotası üzerindeki ülkelerin projeye yaklaşımları, projeye
aktif katılımları, Çin ile iç içe olan ilişkileri, çoklu ve ikili ekonomik ilişkilerdeki
potansiyel iş birliği alanları ve karşılıklı yatırım fırsatları detaylı bir şekilde
incelenmiştir.
Bu projenin uluslararası alanda yarattığı ve yaratabileceği rekabet ve çıkar
çatışması noktaları da ele alınmıştır. Bu kapsamda Çin-ABD, Çin-Hindistan gibi büyük
güçlerin sert ve karşı tutumları, “BKBY” projesinin kapsadığı bölgelerdeki negatif
unsurlar, kısıtlanmış ilişkiler anlatılmış ve potansiyel rekabet alanı incelenmiştir. Bu
çalışma, gün geçtikçe büyümekte olan “BKBY” projesinin Çin’in Barışçıl
Kalkınmasının en önemli uygulama alanı olduğu iddiasındadır.
In this study, the "One Belt One Road / OBOR" project, which is at the center of important discussions in the world, and the relations of the countries along the route of this project are examined. More precisely, an answer has been sought to the question of whether this project serves the peaceful rise of China or the pursuit of hegemony. In this context, as in every project, the reasons and importance of the emergence of the "OBOR" project were examined from different perspectives such as historical, political, economic and individual. The general situation, its theoretical infrastructure, investment institutions and investments, common interests and growth potential of the “OBOR” Project are revealed. In this study, the approaches of the global and regional powers, the countries of the region and the countries on the "OBOR" project route to the project, their active participation in the project, their intertwined relations with China, potential areas of cooperation in multiple and bilateral economic relations and mutual investment opportunities were examined in detail. The points of competition and conflict of interest that this project has created and may create in the international arena are also discussed. In this context, the harsh and oppositional attitudes of great powers such as China-USA, China-India, the negative elements in the regions covered by the "OBOR" project, restricted relations are explained and the potential competition area is examined. This study claims that the "OBOR" project, which is growing day by day, is the most important application area of China's Peaceful Development.
