Özet
Dünyada gelişen teknoloji ile birlikte başlayan değişim süreci neo-liberal politikaların da uygulanmaya başlanmasıyla birlikte ülkelerin özellikle kamu yönetimi alanında önemli değişikliklere gitmesine neden olmuştur. 70'li yıllarda ekonomik krizle başlayan değişim süreci refah devleti anlayışının bir sonucu olarak kabul edilmiş ve bu bağlamda küreselleşmenin de etkisiyle ülkeler yönetim anlayışlarında köklü değişimlerin şart olduğuna karar vermişlerdir. İngiltere ve Amerika'da başlayan yeni kamu yönetimi hareketi Türkiye'de 1980'li yıllarda neo-liberal politikaların uygulanmaya başlanmasıyla birlikte gündeme gelmiştir. Ancak Türkiye'nin aşırı merkeziyetçi yönetim yapısının bu değişim sürecine girmesi idari alanda önemli değişikliklerin yapılmasını zorunlu kılmaktadır. Türkiye bu değişim sürecinde hem yasalar açısından hem de bürokratik uygulamalar açısından köklü bir değişime ihtiyaç duymaktadır. Dünyada ve Türkiye'de yaşanan bu değişim rüzgarının kamu yönetimi alanında meydana getirdiği değişimi ele alan bu çalışmanın teorik ve çözümleme modeli olmak üzere iki yönü bulunmaktadır. Teorik kısmında genel olarak dünyadaki değişime neden olan gelişmeler ve bu bağlamda ortaya çıkan kavramlar üzerinde durulmuştur. Dünyada bu değişimden etkilenen ve kamu yönetimi alanlarında köklü değişime giden ülkelerin nasıl bir süreçten geçtikleri ayrıntılı bir şekilde anlatılmıştır. Küreselleşme kavramı ile birlikte ortaya çıkan bu değişim ve dönüşüm sürecinden Türkiye'nin nasıl etkilendiği ayrıntılı bir şekilde anlatılmıştır. Teorik kısmı oluşturan bu iki bölümün çözümleme modelinin yer aldığı üçüncü bölüme kavramsal bir alt yapı oluşturması hedeflenmiştir. Çözümleme modelinde ise yeni kamu yönetimi anlayışı çerçevesinde Türkiye'de çıkarılan ya da çıkarılmakta olan yasalar ve yasa tasarıları ayrıntılı bir şekilde incelenmiş, yeni kamu yönetimi modelini oluşturan kavramlara yer verilip verilmediği tespit edilmiştir. Türkiye'de kamu yönetimi alanında başlayan reform hareketinin diğer ülkelerde ki reform çalışmalarına benzerlikleri ve farklılıkları karşılaştırmalı ülke analizi yöntemiyle incelenmeye çalışılmıştır.
The process of change that has started with the technology developing in the world caused the make radical changes with the application of neo-liberal policies especially in public management. In 70?s, the process of change that starts with financial crisis was accepted as the result of a prosperous state and the countries concluded that radical changes are necessary in their understandings of management with the effect of globalization. The new public administration movement that has started in the UK and the USA came up with the start of neo-liberal policies in Turkey in 1980?s. However, the entrance of Turkey?s totalitarian management structure into this process necessitates fundamental transformation in administrative units. Turkey needs fundamental transformation during this process of transformation when both laws and bureaucratic applications are considered. This theoretical study which discusses the change in public administration caused by these transformation winds in the world and Turkey has two aspects such as theoretical model and analysis model. In theoretical section, the developments in the world that cause the transformation and the concepts that appear in this context were emphasized. It was particularly defined that what type of a process did the countries in the world that were influenced from this transformation and that diversified in public administration units lived. It was discussed in detail that how was Turkey influenced from this change and transformation process that has appeared with the concept of globalization. These two units that include theoretical section are expected to enable the third unit which includes the analytic model of these two units. In the analytic model, the laws and draft bills that have been made or is being made in Turkey were examined in detail under the conception of new public administration and they were determined whether they had included the concepts that form new public administration model. The similarities and differences of reform movement that start in public administration field in Turkey to the reform activities in other countries were examined through comparative country analysis method.
