Özet
Türk Dış Politikası'nda özellikle son on yılda yaşanan önemli değişim ve dönüşüm süreci ile Osmanlı tarihinin son döneminde yaşanan dönüşümler arasında çeşitli benzerlikleri bulunmaktadır. Bu çerçevede bu çalışma, Türkiye'nin özellikle anti-emperyalist bağlamda öne sürdüğü birtakım ilkesel ve siyasal söylemlerin Osmanlı son dönem tarihi ile bağlantılı olup olmadığı, bu tür söylemlerin dış politikamızda ortaya çıkardığı yeni etki alanlarının hangi kanallar üzerinden sevk ve idare edilebileceği gibi önemli sorunların tarihsel yanıtlarını aramak amacıyla yapılmıştır. Bu açıdan, Osmanlıların Batılılaşma olarak adlandırılan süreçte, tam da bu sürecin sağlamış olduğu yeni imkânlar, yeni dış politika araçları ile devlet adamlarının zihinlerinde başlayan dönüşüm, uzun süredir ilişki kurulmayan Doğu ile ilişkilerin yeniden tesisini mümkün kılmış; Osmanlı devlet aygıtı, bu zihinsel dönüşüme paralel olarak ilgili dönüşümü pratiğe dökecek yeni bir yapıya kavuşturulmaya çalışılmıştır. Bu bağlamda tezimiz, Osmanlılar'ı Doğu ile ilişki kurmaya sevk eden ve bu ilişkileri kurgulama biçimini etkileyen en önemli hususun Batılılaşma olduğu yönündeki tespiti ile akademik anlamda küçük de olsa bir katkı sağlamaya çalışmıştır.
The changes and transformations in Turkish Foreign Policies during the last decade are mostly like that Ottoman Empire had got during the westernisation process. By this viewpoint, this paper tries to show a linkage between Turkey?s anti-emperialist claims and Ottoman Empires?s. This paper also aims to demonstrate the historical answers for the questions which links and historical backgrounds affect the Eastern policies of Turkey. The westernisation process produced new opportunities and new instruments for Eastern policies of Ottomans. The mentally transformations of statesmen also supported this changes.This paper claims that Ottoman Empire had got new viewpoints and instruments of foreign policies towards East under the effects of the westernisation process. This process also changed the formation of the relations between Ottoman Empire and East. As a result, it can be noteworthy that Eastern policies of Ottomans between 1839-1890 were mostly affected by westernisation itself.
