Civilians are the broadest group of persons who are protected by international humanitarian law. As a consequence of armed conflict, they may become subjects to a hostile army and it is highly likely that this may render them vulnerable if the rules for protecting civilian populations from foreign military oppression are inadequate or inapplicable. This paper will examine the rules applicable to a civilian population during a hostile occupation and evaluation of these rules will be discussed. This essay consists of three main headings. Namely the general application of humanitarian provisions, administration by an occupying power and aspects for the protection of a civilian population.en_US
