Özet
Bu tezin amacı AB'nin Orta Asya'ya yönelik politikalarını ve stratejilerini değerlendirerek, AB ile Kazakistan arasındaki işbirliğinin farklı yönlerini incelemektedir. Bu bağlamda araştırma AB'nin Orta Asya'ya yönelik bölgesel stratejisinin temel amaçları ve araçlarını ele alarak, AB ile Kazakistan ilişkilerinde sorunları ve fırsatları değerlendirmektedir. AB'nin Orta Asya bölgesinde etkin olma çabasıyla geliştirdiği yeni Orta Asya Stratejisi ve AB-Kazakistan arasında imzalanan Genişletilmiş Ortaklık ve İşbirliği Anlaşmaları kapsamında AB-Kazakistan ilişkileri analiz edilmiştir. AB'nin genel olarak Orta Asya ülkeleri özel olarak ise Kazakistan ile ilişkilere iki açıdan yaklaştığı görülmektedir. AB'nin birinci önceliği ekonomik gelişmesini sorunsuz sürdürebilmek için enerji ağırlıklı doğal kaynakları bölgeden sorunsuz temin edebilmektir. İkinci önceliği ise, sahip olduğu ekonomik ve finansal araçları kullanarak "Avrupa Değerleri" olarak görülen; demokrasi, şeffaflık, iyi yönetişim, insan hakları, hukukun üstünlüğü gibi kavram ve kurumların Orta Asya ülkelerinde yaygınlaştırılmasıdır. Kazakistan AB ile olan ilişkilerinde gerek beşeri sermaye gerekse teknoloji transferi ile insan kaynakları ve teknolojik altyapının geliştirilmesine önem vermektedir.
The objective of this thesis is to analyze different aspects of cooperation between the EU and Kazakhstan by assessing the policies and strategies of the EU towards Central Asia. It examines the primary objectives and instruments of the EU's regional strategy towards Central Asia and assesses the opportunities and challenges in cooperation between the EU and Kazakhstan. EU-Kazakhstan relations are being analyzed within the context of the EU's newly developed Central Asia Strategy. This strategy aims to increase the EU's presence in the Central Asian region, as well as its partnership with Kazakhstan through the implementation of the Enhanced Partnership and Cooperation Agreements. The EU views its relations with Kazakhstan and other Central Asian countries through a two-fold approach, demonstrating the importance of the partnership. The initial focus must be on procuring natural resources that prioritize energy in order to sustain economic growth steadily. The second focus is to deploy financial and economic instruments that help to expand European values such as democracy, transparency, good governance, human rights, and the rule of law.In its relations with the EU, Kazakhstan aims to develop both its human resources and technological infrastructure, utilizing both human capital and technology transfer.
