Özet
Günümüzde birçok gelişmiş ülke sahip olduğu sosyo-ekonomik ve coğrafik yapısına uygun şekilde oluşturduğu tarımsal kooperatifler aracılığıyla, tarım piyasasındaki müdahale edilebilir sorunların birçoğunu çözmüş ve çözmeye devam etmektedir. Bu bağlamda gelişmiş ülkeler, özellikle küçük ölçekli tarımsal üreticilerin tarımsal piyasalara adaptasyonunu sağlamıştır. Buna karşılık Türkiye’deki tarımsal kooperatiflerin önemli bir kısmının, sektörün sorunlarına çözüm olmaktan uzak olduğu hatta sektöre yeni ilave sorunları taşıdığı gözlenmektedir. Ayrıca kooperatifler, Türkiye’de sadece ekonomik amaçlı kurulan bir örgüt olarak görülmekte ancak bölgenin bir sosyal dinamiği oldukları gerçeği göz ardı edilmektedir. Dünyada başarılı kooperatif örneklerine bakıldığında bu ülkelerin çoğunun refahı yüksek ülkeler olduğu görülmektedir. Bunun temel sebebi; kooperatifleşmenin etkin ve verimli şekilde uygulandığı ülkelerde bir yandan kırsal kaynaklar en doğru şekilde kullanılırken diğer yandan bölge halkı arasındaki birlik beraberlik ve dayanışma ruhunu artırdığı için de sosyal kalkınmaya katkı yapmaktadır. Türkiye’deki kooperatif sisteminin ise, ekonomik ve sosyal kalkınmaya yeterince hizmet etmediği görülmektedir. Bunun temel sebepleri olarak kooperatiflerin birçoğunda mevzuat, teşkilat ve finansman yapısının doğru olarak planlanamamış olması söylenebilir. Tarımsal arz piyasasının sorunlarına bir çözüm önerisi olarak Kooperatifler; kırsal kalkınmada, kıt kaynaklara sahip olan üreticilerin verim ve gelirlerini artırmada, tarımsal gelişmeyi sürdürülebilir hale getirmede önemli araçlardan biridir. Bu yapının neden başarısız olduğunu tespit etmek bu çalışmanın öncelikli amacıdır. Bu amaçla kooperatifçilik sisteminin en önemli sorunlardan birisi olan Türk Tarım Sisteminin Örgütlenme desenindeki karmaşık yapı ortaya konularak incelenmeye çalışılmıştır.
Many growing developed countries have solved and continue to solve the interventions in agricultural devices through business cooperatives established in accordance with their socio-economic and geographical structures. In this context, developed countries, especially small immigrant accommodation environments produce the adaptation to the markets. On the other hand, it is observed that an important dimension of the circulating cooperatives in Turkey is far from being a solution to the sectoral difficulties and even new additional difficulties have been brought to the sector. In addition, cooperatives are seen as an organization established only for economic purposes in Turkey, but the fact that they are a social dynamic in the region is ignored. It is seen that these countries are countries with high welfare in successful cooperative examples in the world. The main reason for this is; While the countries where the cooperatives are carried out effectively and efficiently, on the one hand, the rural resources are used in the most correct way, on the other hand, they contribute to the social development as they increase the spirit of unity and solidarity among the people of the region. The cooperative system in Turkey, on the other hand, does not seem to serve economic and social development adequately. The main reasons for this are the fact that the legislation, organization and financing structure of the cooperatives are not planned correctly. Cooperatives as a solution line to the challenges of agricultural supply management; In rural development, it is one of the important tools in increasing the efficiency and income of data with scarce resources and making development sustainable. Trying to determine why this reproduction is failing is the primary goal. For this purpose, the complex structure of the Turkish Agricultural System, which is one of the most important problems of the cooperative system, has been tried to be revealed.
