Özet
Günümüzde sehirler hızla büyümekte ve sehirlerde karsılasılan problemler insanların sayısı ile birlikte artmaktadır. Hızlı sehirlesme, belediyelerin sundugu kamu hizmetlerine olan talebi arttırmaktadır. Bu durum, kamu hizmetlerinin sunulmasında yeni ve dinamik yaklasımları kaçınılmaz kılmaktadır. Kaynak yetersizligi, bürokrasiden kaçmak, teknik personel eksikligi, vesayet denetimi dısına çıkmak gibi arayıslar,yerel yönetimleri alternatif hizmet sunma yöntemlerini kullanmaya tesvik etmektedir. Özellestirmenin çesitli sosyal ve siyasal amaçları olmakla birlikte asıl amacı sınırlı kaynakları kullanarak performansı arttırmak olmalıdır. Yapılan bir çok bilimsel arastırmada özel sektörün kamu sektörüne göre daha etkin ve etkili hizmet sundugunu göstermektedir. Belediye hizmetlerinin sunulmasında ihale, kiralama, imtiyaz, yap-isletdevret gibi birçok yöntem vardır.
In the comtemporary world cities are getting larger and necessities of the living population in the cities are increasing with their problem. Rapit urbanization has increasad the demand for lots of municapal services. This stiation necesstates new and dynamic approach of in the suppl of public services. The reasons such as insufficient reseurces, refraining from bureaucracy, lack of technical personnel, avoiding from central control encourage local goverments to use alternative service provision methods. Although privatization has socialcand political objektives, the main objektive of privatixation should be increase performance b using limited resources. From the perspective of statistical analysis and scientific research, prvate sector can serve more efficiently than public sector. There arelots of ethods for privatization of municipal services;such as, contracting-out, franchising, leasig and build-operate-trasfer.
