Özet
Bu tezde Büyükşehir belediyeleri ile ilçe belediyeleri arasındaki ilişkiler ve sorunlar ele alınmıştır. Öncelikle kuramsal yapı ele alınmış, yerel yönetim kavramları ile tanımlamalara yer verilmiştir. Büyükşehir belediyelerinin ortaya çıkışı, adem-i merkeziyetçilik, özerklik ve küreselleşme- yerelleşme perspektifinde bir model olarak irdelenmiştir. Belediyelerin tarihi süreçte gelişimi ele alındıktan sonra, sistemin aksayan yönleri ve kimilerince reform olarak değerlendirilen son yasal düzenlemelerin neler getirdiği özellikle Büyükşehir ve ilçe belediyeleri çerçevesinde incelenmiştir. Büyükşehir yönetimleri için özel düzenlemeler gerekli olmakla birlikte bu düzenlemeler yetki kargaşası yerine sadelik ve hizmet sunumunda kalite ve kolaylığı sağlamalıdır. Modelde yerelliği artırıcı vesayet denetimini azaltıcı unsurlara yer verilmelidir.
In thıs study relations and problems of the Metropolitan Municipalities between District Municipalities are discussed. First of all polity is discussed, municipality concepts and definitions are determined. The emergence of the Metropalitan Municipalities, are examined as a model in perspective of the decentralization, autonomy and globalization localization. After municipalities development in historical process are discussed , problems of the system and last legal arrangements which are described as reforms by some people are examined in frame of especially for metropalitan and district municipalities. Although special arrangements for metropalitan administrations are necessary, these arrangements must prowide simplicity instead of conflicts and quality and convenience in providing service. In model, facts which builds up the localization and decreases tutelage review must take place.
