Abstract
Bu çalışma, 9/11 olaylarından en çok etkilenen ülke olan Afganistan’ın yeniden inşa sürecinde ABD’nin rolünü ele
almaktadır. 9/11 olaylarının doğrudan sorumlusu Afganistan olmamasına rağmen ABD ve müttefiklerinin Afganistan’a
yaptığı müdahale meşru olarak görülmektedir. ABD müdahale sırasında ve sonrasında Afganistan için öngördüğü inşa
sürecini yürütmek noktasında ise başarısız olmuştur. Afganistan-ABD ilişkileri 9/11 sonrası işgal ve işbirliği sürecinde
asimetrik olarak ABD’nin üstün olduğu bir ilişki modelidir. Bu çalışma ABD-Afganistan ilişkilerinin 9/11 sonrası sürecini üç
bölümde tartışmaktadır. Birinci bölümde Amerikan müdahalesi ve bu müdahalenin uluslararası meşruiyeti ele alınmıştır.
İkinci bölümde Afganistan’ın yeniden inşası için atılan adımlar ve Afganistan siyasi yapısı işlenmiştir. Üçüncü bölümde ise,
9/11 sonrası yeniden inşa sürecinde ABD’nin etkinliği Bush ve Obama dönemleri özelinde tartışılmıştır. Sonuç olarak da
Afganistan konusunda ABD ve müttefiklerinin vaat ettikleriyle gerçekleşen durum arasındaki açık değerlendirilmiştir.
This study argues that the most influential actor in Afghanistan most affected country by the 9/11 attacks, and its political reconstruction process is the United States.Even though Afghanistan was not directly responsible for the attacks in 9/11, the intervention of the US and her allies to Afghanistan has been considered legitimate.The US has failed to ensure the improvements promised during and after the intervention for Afghanistan. The US-Afghanistan relations are an asymmetrical relationship which the US is naturally superior in the post-9/11.This study deals with the post-9/11 period of the US-Afghan relations in three parts. In the first part, the American intervention and the question of international legitimacy of this intervention are discussed. In the second part, the political structure and the steps taken for reconstruction of Afghanistan are analyzed. In the third part, the effectiveness of the US in the reconstruction process after 9/11 has been discussed in the periods of Bush and Obama administrations. In conclusion, the gap between current situation in Afghanistan and the promises of the US and her allies is discussed.
