Özet
Bu makalenin amacı göç merkezi olan Türkiye’de değişen göç ve mülteci politikalarını dış politika bağlamında değerlendirmektir. Türkiye bulunduğu konum itibari ile tarihin her döneminde göç olgusu ile karşılaşmış bir coğrafyada yer almaktadır. Özellikle 1990’lardan sonra göç veren yerine göç alan bir ülke olmasıyla göç konularına odaklanmıştır. Osmanlı Devleti’nin son dönemi, Türkiye Cumhuriyeti’nin kuruluş yılları ve gelen yeni yüzyıl ile beraber göç, Türk siyasetinin belirleyici unsuru olmaya başlamıştır. 2002’de Türkiye’nin iktidar partisi olan AK Parti hükümetinin gelmesi ortaya koyduğu dış politika anlayışı ve bu çerçevede göç politikalarını nasıl şekillendirdiğine yönelik yapılan çalışmalar incelenecektir. 2000 sonrası dönemi esas alarak, göç olgusunun Türkiye’de gelişimi, yapılan yasa ve kanunların hangi amaçlar doğrultusunda yapıldığı irdelenmeye çalışılmıştır.
The aim of this article is to evaluate the changing migration and refugee policies in Turkey, which is the migration center, in the context of foreign policy. Turkey is located in a geography that has encountered the phenomenon of migration in all periods of history due to its location. It has focused on migration issues, especially since it was a country that received immigration instead of emigration after the 1990s. With the last period of the Ottoman Empire, the founding years of the Republic of Turkey and the new century that came, migration became the defining element of Turkish politics. The arrival of the AK Party government, Turkey's ruling party, in 2002 will examine the foreign policy approach and how it shapes migration policies within this framework. Based on the post-2000 period, the development of the migration phenomenon in Turkey, the laws and laws made for what purposes were tried to be examined.
