Özet
Bu tez kapsamında, modern kentin ortaya çıktığı döneme yoğunlaşarak kentin tarihine yer verilmiş, onun özellikleri ve kendisinde bulundurduğu boyutlara değinilmiştir. Kentle birlikte insan yaşamında çeşitli alanlarda dönüşümü ve yeni bir döneme geçişi ifade eden modern dönemin ortaya çıkardığı durum incelenmiş, kent hayatının ön plana çıkmaya başlamasıyla kentleşme sürecini doğurduğu belirtilmiştir. Kentleşme sürecinin etkisiyle kentsel alanlardaki yönetimin gerçekleştirilmesi de dönüşümle yüzleştiği ve ortaya çıkan çözümlerin neler olduğu ön plana alınmıştır. Çalışmada üstyapısal olarak modernizm ve postmodernizmin, altyapısal olarak ise neo-liberalizmin kent yapısına etkilerinin düzeyinin belirlenmesi, bu etkilerin kent yönetiminde ortaya çıkardığı avantaj ve dezavantajların gelişmekte olan ülke kentlerini nasıl şekillendirdiği saptamak amaçlanmıştır. Bu amaç doğrultusunda bilimsel yenilikler gözden geçirilmiş, konuyla ilgili bilgiler sistemleştirilmekle bilim adamlarının bu konuda söyledikleri teorik fikirler kullanılmış, dönüşen sürecin kent yönetimi üzerindeki etkilerini ortaya çıkarmakla İzmir ve Bakü kent yönetimi üzerindeki etkilerinin düzeyi on bir kritere göre değerlendirilmiş, İzmir Büyükşehir Belediyesiyle gerçekleştirilmiş mülakat sonuçlarına da yer verilmiştir. Çalışmanın sonucunda İzmir ve Bakü örneklerinde görülen kent yönetimlerinin daha çok neo-liberal politikaların ortaya çıkardığı avatajlara göre hizmet sunumlarını yerine getirerek bu politikaların ortaya çıkardığı dezavantajların etkisinin düşük düzeyde tutulması için gayret edildiği saptanmıştır. İzmir kent yönetiminde bu çaba daha çok yerel yönetimlerin ihtiyaçlara göre bağımsız yönetimini ortaya koysa da Bakü kent yönetiminde ihtiyaçlar dışında ve merkezi yönetime bağımlı bir şekilde gerçekleştiği sonucuna varılmıştır.
Within the scope of this thesis, the history of the city has been analyzed by focusing on the period in which the modern city had emerged. It's features and dimensions have also been mentioned. The situation created by the modern period, which expresses the transformation and transition to a new era in human life together with the city, has been examined, and it has been stated that the urbanization process has come to the forefront. With the effect of the urbanization process, the management in urban areas also faced the transformation and what are the solutions brought to the fore. This research aims to determine the level of the modernism and postmodernism effects on the urban structure as super-structurally and neo-liberalism on the infrastructure. Furthermore, it tries to explain how the advantages and disadvantages of these effects in urban administration shape the cities of developing countries. For this purpose, scientific innovations were reviewed, information on the subject were systematized and the theoretical ideas of the scientists on this subject were used. Practically, the level of the effects of the transforming process on the city administration of Izmir and Baku was evaluated according to eleven criteria and the results of the interview conducted with the Izmir Metropolitan Municipality were analyzed and explained. This research concluded that the city administrations in the cases of Izmir and Baku fulfill their service provision according to the advantages of neo-liberal policies and they make efforts to keep these policies' disadvantages' effects at a low level. Although this effort in Izmir city administration mostly reveals the independent management of local governments according to the needs, it has been concluded that in Baku city administration, it is realized outside the needs and dependent on the central government.
