İnternet tabanlı CBS'nin sivil ve askeri amaçlı acil durum uygulamalarında kullanılmasında yeni bir yaklaşım

Özet
Bilgi çağının kaçınılmaz gereksinimlerinden olan bilginin toplanması, derlenmesi, analiz edilmesi ve sunulması fonksiyonları, günümüzde kendisine en çok yer bulan araştırma ve geliştirme konularıdır. Bilgisayar teknolojisinde meydana gelen gelişmeler, veri depolanması, veri düzenlenmesi, veri paylaşımı, verinin yeniden değerlendirilmesi ve veri analizi ile birlikte geçmişten geleceğe yönelik çok önemli ve ayrıntılı modelleme, araştırma ve analizler yapma imkânı yaratmıştır. Coğrafi bilgi sistemlerinin bu avantajlarının yanında, artan verilerin tutarlılığı, tekrar edilmesi ve sunumu konularında sorunlar baş göstermiştir. Bu sorun, en etkili küresel iletişim aracı olan internet ve konumsal bilginin bütünleştirilmesiyle aşılmaya çalışılmaktadır. Bu çalışma, günlük hayatımızın bir parçası haline gelen internet ile coğrafi bilgi sistemlerinin sunduğu avantajları birleştirmek suretiyle acil durum uygulamalarında istenilen sonucu en kısa sürede almayı ve gelişmeleri anlık olarak ve internet bağlantısı bulunan her yerden takip etmeyi sağladığından işlemlerde hız, doğruluk ve erken müdahale imkânı sağlamaktadır. Bu çalışmada internet tabanlı CBS' de kullanılan uluslar arası standartlar incelenmiş, yapılan uygulamada arazinin temel karakteristik özellikleri derlenmiş ve bir arazi kesimine yönelik geniş çaplı araştırma yapılmıştır. Arazi kesiminin eğimi, jeolojik yapısı, üzerinde bulunan bitki örtüsü, yerleşim yerleri ve su kaynakları gibi birçok farklı disiplinin ihtiyaç duyduğu veriler toplanarak ortak payda oluşturulmaya çalışılmıştır. Araştırma sonucu elde edilen bilgiler, çeşitli sorgulama ve analiz fonksiyonlarında kullanılarak geleceğe yönelik tahmin ve önleme faaliyetlerinde kullanılabileceği gibi, geleceğe yön verecek geçmişteki uygulama sonuçlarının görülmesi bakımından da önemlidir. Uygulamada kullanılan coğrafi verilerin kullanım maksatlarına göre ayrışması yapılmıştır. Misal olarak askeri bir harekât için düşünülen karayolları ve yol yapıları bilgilerinden aynı zamanda sivil kullanım maksadı ile de yararlanılabilir. Aynı şekilde Türkiye İstatistik Kurumunun yayınlamış olduğu bölgesel eğitim durumları, çalışma bölgesinde gerçekleştirilen ekonomik faaliyetler, bölgenin medeni hal durumu, il, yaş ve cinsiyet durumu, hane halkı büyüklüğü durumu ve özürlü durumu da çalışmada sorgulamalı ve grafiksel olarak yer almıştır.
Collecting, compiling, analyzing and representing functions of the data, that are the inevitable requirements of the information era, are the most common researchment and development aspects widely find place in these days. The developments of the computer technology not only let storing, editing, sharing, reevaluating and analyzing of the data but also provide modeling, researching and analyzing opportunities from past to the future. Besides the advantages of GIS, some problems occure related to the consistency, repetition and representation of the increasing data. This problem would be overcome by the help the integration of the internet-the most effective communication tool and the spatial information. This study combines the advantages of the internet which is always in the daily part of our lives, and GIS. Especially in emergency applications, it provides to get the expected results immediately and follow the developments online, via internet connection. Thus, it gives speed, accuracy and early intervene ability during the process. International standards, used in the internet based GIS are searched in this study. The main characteristics of the land were compiled and a wide scaled investigation was done for a the test field. Data related to the slope, geological structure, plant cover, settlement and water sources of the field which are required by many disciplines are collected for a common purpose. The information, gathered as the result of the research, can be used in future estimation and crisis management projects by the implementation of various query and analysis functions. This would be also important for viewing the past experiences that leads to the future applications. Geographic information took place in the application was classified according to the usage purposes. For instance, roads and road structures information which is used in military maneuvers, can also be used for civilian purposes too. Regional education, economic activities, marital status, age and handicapped status etc., the information publicated from the Statistical Institute of the Government, take place in this study as graphically and querily.
