dc.description.abstractTürk Devletinin temel görevlerinden biri olan sağlık hizmetlerinin planlanması ve yürütülmesi, ülkede yaşanabilecek olağanüstü durumlardan sorunsuz kurtulması açısından stratejik öneme sahiptir. Dünya çapında yaygınlaşan bu yaklaşım, sağlığın sadece teknik olarak ele alınmasını engellemiştir. Sağlıkta diplomasi kavramı, ülkeler arasında ve sağlık alanında yapılan bazı çalışmaları tanımlamak için de kullanılmaktadır. Söz konusu analizin amacı, salgın politikasının uygulanabilir aktörleri ile birlikte bir süreç olarak birebir/yönetsel kesitini almaktır. Literatür incelendiğinde yeni bir çalışma konusu olan Covid-19 salgınının genellikle bilim insanları tarafından araştırıldığı görülmektedir. Bu çalışma ile konuya ilişkin bir politika analizi yapılarak alandaki söz konusu boşluğun doldurulmasına katkı sağlanması amaçlanmıştır. Araştırmada makaleler ve sağlık medya kanalları taranmıştır. Çalışmada açıklayıcı ve öğretici anlatım şekilleri kullanılarak devletlerin COVID -19 pandemisin de izledikleri sağlık politikaları ve sağlık diplomasisi seyri üzerindeki etkisi değerlendirilmiştir Araştırma konusu çerçevesini, COVID -19 pandemi süreci ve sağlık diplomasisinde izlenen politikalar, yapılan düzenlemeler ve yeniliklere yer verilmiştir. COVID -19 salgının ilk olmadığı ve son olmayacağı anlayışıyla yeni salgınlara ilişkin yol haritası kolayca çizilmeli ve her adım eksiksiz planlanmalıdır. Bu ortamda COVID -19 sürecinde deneyimler iyi değerlendirilmeli ve daha da geliştirilerek planlara yansıtılması gerekmektedir.en_US
dc.description.abstractThe planning and execution of health services, which is one of the main functions of the state, has strategic importance in terms of exiting from extraordinary situations. Policy formation and transfer of good practices on the basis of countries appear as an argument that can be applied in terms of health services, as in many areas. This approach, which has become widespread throughout the world, has prevented health from being considered only technically. The concept of thinness in health is also used to describe some studies in the field of health between countries.The purpose of the analysis in question is to take a one-to-one/administrative cross section of the epidemic policy as a process together with the applicable actors. When the literature is examined, it is seen that the COVID-19 epidemic, which is a new study subject, is generally researched by scientists. With this study, it is aimed to contribute to filling the said gap in the field by making a policy analysis on the subject.In the research, articles, newspapers and archive documents were scanned. In the study, the effects of the states on the health policies and the course of health diplomacy in the COVID -19 pandemic were evaluated by using explanatory and instructive expressions.The framework of the research subject, the COVID -19 pandemic process and the policies followed in health diplomacy, the regulations and innovations are included.With the understanding that the COVID -19 epidemic is not the first and will not be the last, a roadmap for new epidemics should be easily drawn and every step should be fully planned. In this environment, the experiences during the COVID -19 process should be well evaluated and further developed and reflected in the plans.en_US
