Özet
Bu çalışmanın amacı; aralarında Türkiye'nin de bulunduğu 30 OECD üyesi ülkenin 2000 – 2016 yıllarında kamu harcamaları ve ekonomik büyüme arasındaki ilişkinin panel veri analizi tekniğiyle incelenmesidir. Çalışmamızın ilk bölümünde kamu harcamaları ve türleri; ikinci bölümde ekonomik büyüme kavramı ve ekonomik büyüme teorileri teorik açıdan ele alınmıştır. Kamu harcamalarının ekonomik büyüme üzerinde ektisinin ne ölçüde ve hangi yönde olduğu panel veri analizinden yararlanılarak ortaya koyulmuştur. OECD'nin resmi internet adresinden alınan verilerle E-Views 8 programı kanalıyla panel birim kök testleri olan Levin, Lin ve Chu-t, Breitung t-stat, Im, Pesaran ve Shin W-stat, Fisher ve Hadri Panel Birim Testine göre sonuçlar elde edilmiştir. Bu kapsamda ilk olarak değişkenliklerin durağanlıkları birim kök testleri yardımıyla sınanmış ve aynı seviyede oldukları sonucuna ulaşılmıştır. İkinci aşamada panel eşbütünleşme testleri kullanılarak değişkenler arasındaki uzun dönemli ilişki incelenmiş ve kamu harcamaları ile ekonomik büyümenin eşbütünleşik olduğu görülmüştür. Son aşamada ise ekonometrik model tahminlemesi yapılmış ve kamu harcamalarının ekonomik büyüme üzerinde negatif bir etki yaptığı bulgusu elde edilmiştir. The aim of this study is to examine the relationship between economic growth and public spending between 2000 - 2016 among the 30 OECD member countries, including Turkey using panel data analysis techniques. In the first part of our study, public expenditures and types; In the second chapter, the concept of economic growth and theories of economic growth are discussed in theory. The extent and the direction of the effect of public expenditures on economic growth has been demonstrated by using panel data analysis. The results obtained from the official internet address of the OECD are obtained according to Levin, Lin and Chu-t, Breitung t-stat, Im, Pesaran and Shin W-stat, Fisher and Hadri Panel Unit Tests which are panel unit root tests through E-Views 8 program. In this context, first of all, the stability of the variables were tested with the help of unit root tests and they were found to be at the same level. In the second stage, the long-term relationship between variables was examined by using panel cointegration tests and it was observed that public expenditures and economic growth were cointegrated. In the final stage, econometric model estimation was made and it was found that public expenditures had a negative effect on economic growth.
