dc.description.abstractDünyanın birçok ülkesinde uygulama alanı bulan ve temel amacı idarenin haksız eylem ve işlemleri karşısında bireyi yalnız bırakmamak, onun hak ve özgürlüklerini korumak ve iyi idare idealine hizmet etmek olan ombudsman; ülkemizin demokratik hukuk devleti idealine ulaşması için yeni imkânlar sunacak bir yapıdır. Kurumun böyle bir ideale hizmet etmesi için gerek bilinirliği gerekse de uygulanması konusunda yapılması gerekenler vardır. Türk hukuk sistemine yeni bir bakış açısı getireceğine inandığımız böylesine önemli bir kurum hakkında yapılması gerekenlerden olan, kurumun görev alanının idare hukuku açısından ortaya konulması hususu, çalışmamızın konusunu oluşturmaktadır.en_US
dc.description.abstractOmbudsman, which has been in use in various countries of the World and aims to stand by individuals in the face of unfair acts and procedures of the administration, protect their rights and freedoms and serve the goal of good administration, is a construct that may offer new opportunities in helping our country reach its ideal of being a democratic state of law. There are things that need to be done in terms of both its recognition and application so that this institution can serve this ideal. The subject matter of our study is, as one of the things to be done in this regard, to reveal, in terms of administrative law, the area of duty of such an important institution, which we believe will bring a new perspective to Turkish legal system.en_US
