Özet
Sivil toplumun ortaya çıkması, devlet alanını etkilemesi, sivil alanda belirlenen ihtiyaçların
devletin düzenlemelerinde kendini bulabilmesi uzun ve karmaşık bir tarihsel sürecin
ürünüdür. Tarihsel süreç içinde toplumsal sorunların değişmesi devlet ile sivil toplum
arasındaki ilişkide tarafların rollerinin de farklılaşmasına yol açmıştır. Antik Yunan’dan 18.
Yüzyılın ortalarına kadar devlet ile sivil toplum arasında bir ayrım görülmezken sonraki
dönemlerde devlet eksenli siyasal düşünce taraftarları ve birey eksenli siyasal düşünce
taraflarınca kavrama yüklenilen anlamlarda farklılık görüldüğü tespit edilmiştir. Modern sivil
toplum anlayışında ise, sivil toplumun devleti sınırlamada ve demokrasiyi güçlendirmede
elzem olduğu düşüncesi hakimdir.
Sivil toplum kavramı son yıllarda Türkiye’de hızla gelişme gösteren bir kavramdır. Askeri
vesayet dönemlerinde fonksiyonlarını tam olarak yerine getiremeyen sivil toplum kuruluşları,
son yıllarda gerçekleştirilen demokratikleşme hamleleriyle birlikte kendine hareket alanı
bulmuştur. Gerek sayı yönüyle gerekse faaliyet çeşitliliği anlamında gelişme gösteren sivil
toplum kuruluşları toplumsal seviyeyi geliştirirken, bireyler üzerinde de önemli katkılar
sağlamaktadır. Bireylerin verimli ve üretken bir hale gelmesinde sivil toplum kuruluşlarının
yürüttüğü çalışmalar son derece önemlidir.
Sivil toplum kuruluşları, sivil toplumun örgütlenmiş ve kurumsallaşmış halidir. Gönüllü ve
kâr amacı gütmeksizin bir araya gelen bireylerce oluşturulan sivil toplum kuruluşlarının
birçok işlevi olduğu görülmekle birlikte çalışmada, siyasal işlevleri doğrultusunda
demokratikleşme sürecinde sivil toplum katılımının etkinliği tartışılmıştır
The occurrence of civil society, its impact on the state, the inclusion of their needs in the state’ s regulations are the outcomes of a long and complex historical process. The change of social problems in this historical process has led to the differentiation of the parties’ roles in the relationship between the state and the civil society. From Ancient Greece until the middle of 18th century, there was no identification of difference between the state and civil society, however, in the following periods, it is observed that different meaning has been ascribed to the concept of civil society by the supporters of political thought centered state axis of political thought is taken into consideration. According to the modern approach, the idea of civil society is essential for limiting the state and strengthing democracy prevails. The concept of nongovernmental society is the one that reflects the rapid development in recent years in Turkey. NGO, which could not fully satisfy its functions during the periods of military tutelage, found its action field together with the democratization movement performed in recent years. While NGO’s, showing its growth in terms of both the number and the variety of activities, is developing the social level, it provides an important contribution on individuals as well. The works carried out by NGO’s are exceptionally important for individuals to become efficient and productive. Non-governmental organizations are the organized and institutionalized state of civil society. Although it is seen that non-governmental organizations formed by volunteers and non-profit individuals have many functions, the effectiveness of civil society participation in the democratization process in line with their political functions was discussed.
