dc.description.abstractBüyükşehir belediyeleri, dezavantajlı grupta öncü rol oynayan engelli vatandaşların ihtiyaçlarını karşılamakla yükümlüdür. Bu kuruluşlar, engellilerin sosyal hayata katılımını teşvik etmek ve toplumun sağlıklı üyeleri gibi sosyal olanaklardan eşit şekilde yararlanmalarını sağlamak için çeşitli yasal düzenlemeler uygulamaktadır. 5216 sayılı Kanun kapsamında büyükşehir belediyesinin görev ve sorumlulukları çerçevesinde; engellilerin eğitimi, istihdamı ve toplumsal hayata katılımı konusunda önemli hükümler yer almaktadır. Bu araştırmanın amacı, Türkiye'de otuz büyükşehir belediyesinin engellilere yönelik sunduğu hizmetlerin karşılanmasında nasıl bir rol oynadığını araştırmaktır. Sunulan hizmetler belirlenirken, büyükşehir belediyeleri tarafından yayımlanan faaliyet raporları, kurumsal ve diğer internet siteleri detaylı olarak incelenmiştir. Çalışmada bu hizmetlerin karşılaştırmalı bir analizi yapılmıştır. Bu araştırma, sosyal bilimler alanında yapılan nitel araştırma yöntemi ile sunulmuştur. Verilerin analizinde; nitel araştırmalarda yaygın olarak kullanılan MAXQDA programı ile içerik analizi gerçekleştirilmiştiren_US
dc.description.abstractMetropolitan municipalities are obliged to meet the needs of disabled citizens who play a leading role in the disadvantaged group.These organizations implement various legal regulations in order to encourage the participation of the disabled in social life and to ensure that they benefit equally from social opportunities as healthy members of the society.Within the scope of the duties and responsibilities of the Metropolitan Municipality within the scope of Law No. 5216; There are important provisions on the education, employment and participation of the disabled in social life. The purpose of this research is to investigate the role of thirty metropolitan municipalities in Turkey in meeting the services they provide for the disabled. While determining the services offered, annual reports published by metropolitan municipalities, corporate and other websites were examined in detail. A comparative analysis of these services was made in the study. This research is presented with the qualitative research method in the field of social sciences. In the analysis of data; Content analysis was carried out with the MAXQDA program, which is widely used in qualitative researchen_US
