| dc.description.abstract | İnsanlar, 21. yüzyılın başlarından itibaren yalnızca mal ya da hizmetin miktarında artış ihtiyacı duymamışlar, aynı zamanda mal ya da hizmetlerde artan oranlarda nitelik arayışı içerisine girmişlerdir. İnsanlardaki bu arayış, örgütleri, üretim süreçlerinde nitelik artışını sağlamak ve maliyetleri azaltabilmek için etkin ve verimli çalışma yöntem ve sistem arayışına doğru yöneltmiştir. Özel sektörde yaygın olarak kullanılmaya başlanmış olan ve etkinlik-verimlilik arayışı için tasarlanmış olan performans yönetim sistemleri, son zamanlarda kamu kurumları tarafından da kullanılmaya başlanmıştır. Halka en yakın hizmet birimi olan belediyeler de, bir kamu örgütü olarak performans yönetim sistemlerine doğru yönelim içerisine girmişlerdir. Bu gelişmeler ışığında kaynakların etkin kullanımı sorunu gündeme gelmiş, böylece verimlilik ihtiyacının kaynakla ilişkili kısmının da sürece dahil edilmesi gerekmiştir. Oluşturulan performans yönetim sistemlerine bütçe boyutu da eklenerek performans esaslı bütçe çalışmaları ön plana çıkmaktadır. Bu çalışmadaki amaç; performans yönetim sistemlerinden performans esaslı bütçelemeye yönelimin belediyelerdeki yansımasını ortaya koymaktır. | en_US |
| dc.description.abstract | As of the 21th century, people have not only needed more goods or services, but also have been in quest for increasing qualification in them. This quest has made organizations to search for effective and efficient study methods and systems to increase qualification during production processes and to bring down the cost. Performance managements systems that were designed for effectiveness-efficiency quest and began to be commonly used in private sector have lately been preferred by public institutions, too. The municipalities, a service unit most close to the public, have tended to these systems as a public organization. In the light of these developments, the problem efficient usage of the sources appeared, thus requiring the source part of effectiveness need to be included in the process. After budget dimension is added to these systems, performance-based budgeting studies come out. The aim of this study is to put forward the reflection of performance management systems tendency to performance-based budgeting in municipalities. | en_US |
