Bilişim teknolojilerinin vergilendirme üzerindeki etkisi

Günümüz küresel rekabet ortamında ortaya çıkan teknolojideki sayısız gelişmeler iş dünyasını ve kamu sektörünü farklı ve beklenmedik yönlerde etkilemektedir. Bu etkileşim işletmelerin devletle arasındaki ilişkiyi giderek daha da yakınlaştırmıştır. Kamunun teknolojiden daha fazla yararlanma isteği onun çeşitli projeler geliştirmesine ve uygulamasına neden olmuştur. Devletin uygulamaya koyduğu bu projelere uyum için özel sektör de bilgi ve iletişim teknolojilerinin gelişiminden faydalanmak mecburiyetinde kalmıştır. Aslında her iki tarafın da içinde bulunduğu bu zorunluluk durumu birçok faydayı bir araya getirmiştir. Bu çalışmada bilişim teknolojilerinin vergilendirme üzerindeki etkisi işletmeler ve devlet açısından incelenmiştir. Çalışmada ayrıca teknolojinin devlet hizmetleri üzerindeki etkisiyle ortaya çıkmış olan elektronik devlet (e-devlet) kavramı irdelenmiştir. Son olarak çalışmada devletin uygulamaya koyduğu Vergi Dairesi Otomasyon Projesi (VEDOP) açıklanmış ve bu projenin işletmeler ve devlet açısından faydaları üzerinde durulmuştur.

In today’s global competition environment, numerous developments in emerging technology affect business and the public sector in different and unexpected points. This interaction has become closer the relationship between business and state. Public sector’s request of utilization from technology has led it to develop and implement various projects. Also the private sector has been forced to utilize from the development of informa tion and communication techonologies to comply with these projects put into practice by state. In fact, this situaion of obligation in which both sides has combined a lot of benefits. In this study the effect of IT to taxation has researched in terms of businesses and state. Therewithal in this study the electronic government (e-government) concept has scrtunized which has emerged with the effect of technology to public services. Finally, in this study Tax Office Automation Project (TOAP) put into practiced by state has explained and emphasized the benefits of this project for business and state.
