Özet
Bir dış politika aracı olarak dış yardımlar 18. yüzyıldan beri kullanılmakla birlikte asıl önemini Soğuk Savaş ile birlikte kazanmıştır. Soğuk Savaş döneminde birçok ülke etki alanlarını artırmak için dış yardımları sürekli olarak kullanmışlardır. Dış yardımları etkin olarak kullanan ülkelerden biri de ABD'dir. ABD Soğuk Savaş'ın ilk yıllarından bugüne kadar çok farklı ülkelere farklı amaçlarla dış yardımlarda bulunmaktadır. Bu yardımların hepsini ekonomik ve siyasal amaçlı olarak değerlendirmek mümkün değildir. İnsani yardımlar başta olmak üzere acil müdahale yardımları ve diğer yardımlar Amerikan yardımlarında önemli bir dilimi oluşturmaktadır. Amerikan yardımları 1961 yılından itibaren USAID (United States Agency for International Development) bünyesinde dağıtılmaktadır. ABD yardımları bir dış politika aracı olarak dış yardımların anlaşılmasında en iyi örnektir. Türkiye ise Soğuk Savaş'ın sonra ermesi ile bölgesinde yaşanan gelişmelerin de etkisi ile dış yardım veren ülkeler arasında önemli bir pozisyon edinen ülkelerden biri olmuştur. Özellikle 1992 yılında kurulan TİKA'nın da (Türk İşbirliği ve Kalkınma Ajansı) etkisi ile Türkiye başta bölge ülkeleri olmak üzere dünyanın birçok ülkesine dış yardımda bulunan bir ülke haline gelmiştir. Dış yardımlar Türkiye'nin bölgesel ve küresel ölçekte giderek daha etkin bir aktör olmasını sağlamıştır.
Foreign aid has been used as a foreign policy tool since 18th century but gained significant importance with the Cold War. During the Cold War many countries permanently used foreign aid in order to expand their influence areas. One of these countries is U.S.A. Since the early years of the Cold War U.S.A. has been providing foreign aid to many different countries for various purposes. It is not possible to categorize all of them as having economic and political purposes. Most of the aid provided is comprised of humanitarian relief, emergency intervention relief and other kinds of foreign aid. U.S.A. has been providing aid via USAID (United States Agency for International Development) since 1961. U.S.A. aid is the best exemplar in order to understand the role played by foreign aid in foreign policy. Turkey, on the other hand has become one of the most important aid providers in its region after the end of the Cold War. Especially due to the activities of TIKA (Turkish International Cooperation and Development Agency) established in 1992, Turkey has become an aid provider to the countries in its region and to many other countries in the world. Foreign aid has gradually rendered Turkey a more effective actor both regionally and globally.
