Özet
“Bir Kurum Olarak Yurtdışı Türkler ve Akraba Topluluklar Başkanlığı (YTB)
(2010-2022)” başlıklı bu çalışmada tarihsel perspektifle birlikte, YTB’nin kuruluşu,
kurumsal özellikleri ve faaliyetleri değerlendirilmiştir.
Çalışma beş ana bölümden oluşmuştur. Giriş kısmında YTB’nin kuruluşu öncesi
dönem, çalışmanın önemi, sınırları, kavramsal çerçeve ve amaçları kısaca ortaya
konulmuştur. Birinci bölümde, YTB’nin kurumsal yapısı, hizmet birimleri, misyonu ve
vizyonu, amaçları ve fonksiyonları ele alınmıştır.
İkinci bölümde, 2010-2016 yılları arasında YTB’nin yurt dışı vatandaşlar ve
akraba/soydaş topluluklara dönük kültürel, sosyal, eğitim vs. ekseninde çeşitli faaliyetleri
incelenmiştir.
Üçüncü bölümde, 2017-2022 yılları arasında YTB’nin yurt dışı vatandaşlar ve
akraba/soydaş topluluklara dönük kültürel, sosyal, eğitim, akademik vs. ekseninde çeşitli
faaliyetleri değerlendirilmiştir.
Dördüncü bölümde, YTB’nin görev alanında önemli yer tutan “Türkiye Bursları
ve Uluslararası Öğrencilere” dönük faaliyetler irdelenmiştir.
Beşinci ve son bölümde ise, YTB’nin kurumsal kimliği, insan kaynakları, hukuki
düzenlemeleri, mali bilgiler, stratejik planlamaları ve Türkiye mezunları üzerine
değerlendirmeler yapılmıştır. Sonuçla birlikte konuya uygun yeter derecede eklere (tablo,
grafik ve çeşitli görsellere) yer verilmiştir.
Yapılan bu çalışma ile YTB’nin bir kurum olarak faaliyetleri üzerinden önemi
ortaya konulmaya çalışılmıştır. Yapılan değerlendirmelerde, YTB’nin Türkiye ve Türk
dünyası açısından âdeta bir “Kültür Okulu” olduğu tespit edilmiştir. Bu bağlamda ekol
olarak YTB, öncelikle Türkiye ile yurt dışı Türk vatandaşları ve Türk dünyası arasında
eğitim ve kültür faaliyetleri üzerinden birlik tesisine büyük katkı sağlamıştır. Ayrıca
YTB’nin uluslararası öğrenciler üzerinden İslam dünyası başta olmak üzere dünyanın
birçok bölgesi ve ülkesi ile Türkiye arasında iş birliği fırsatları yaratan bir kurum olduğu
görülmüştür. Bu çerçevede YTB’nin binlerce okuyan ve mezun öğrencileri üzerinden,
burs hizmetli eğitim ve kültürden diplomasiye ve ticari alanlarda iş birliğine giden yolda
“insan merkezli” bir kurum olduğu ortaya konulmuştur. Özet olarak YTB, değişen
dünyada misyonu, vizyonu, amaçları ve yaptıklarıyla Türk-İslam dünyası açısından
önemli eksikliği gideren bir kültür kurumdur.
In this study titled “Presidency for Turks Abroad and Related Communities (YTB) (2010-2022) as an Institution,” the establishment, institutional characteristics and activities of YTB are evaluated together with the historical perspective. The study consists of five main parts. In the introduction, the period before the establishment of YTB, the importance of the study, its boundaries, conceptual framework and its aims are briefly presented. In the first part, the institutional structure, service units, mission and vision, aims and functions of YTB are discussed. In the second part, various activities of YTB on cultural, social, educational, etc. axis towards foreign citizens and relatives/cognate communities between 2010 and 2016 are examined. In the third part, various activities of YTB on cultural, social, educational, academic, etc. axis towards foreign citizens and relatives/cognate communities between the years 2017-2022 are assessed. As for the fourth chapter, the activities for “Turkey Scholarships and International Students,” which have an important place in the field of duty of YTB, are examined. In the fifth and last part, evaluations are made on the corporate identity, human resources, legal regulations, financial information, strategic planning of YTB and Turkey graduates. Sufficiently suitable appendices (tables, graphics and various visuals) are included with the result. With this study, the significance of YTB as an institution has been tried to be revealed through its activities. Within the evaluations made, it has been determined that YTB is almost a “Cultural School” for Turkey and the Turkish world. In this context, YTB, as a school, has made a great contribution to the establishment of unity between Turkey and foreign Turkish citizens and the Turkish world through educational and cultural activities. Besides, it has been seen that YTB is an institution that creates cooperation opportunities between Turkey and many regions and countries of the world, especially the Islamic world, through international students. In this framework, it has been exhibited that YTB is a “people-centered” institution on the way from scholarship-based education and culture to diplomacy and commercial cooperation through thousands of students and graduates. In summary, YTB is a cultural institution that makes up for the considerable deficiency in terms of Turkish-Islamic world with its mission, vision, goals and actions in the changing world.
