| dc.description.abstract | Ülkemizde, inşaat sektörünün en büyük işvereni olan devlet, taahhüt konusu işlerin yapımında uygulanacak yasal prosedürde belirleyici konumundadır. Bu bağlamda, ihale ve inşaat risk analizlerinden yapım işleri sözleşme yönetimine kadar tüm çalışmalara esas teşkil eden Yapım İşleri Genel Şartnamesi (YİGŞ)’nin çok iyi bilinmesi ve analiz edilmesi gerekmektedir. Her türlü sorumluluk ve risklerin faaliyetlere göre teker teker tespiti ve irdelenmesi de, sağlıklı bir yapım projesi gerçekleştirilmesi için hayati önem arz etmektedir. Bu amaca yönelik olarak, YİGŞ üzerinde sorumlulukların işveren ve yüklenici arasında nasıl paylaştırıldığının şematik olarak görülebilmesi için bir sorumluluk paylaşım listesi oluşturulmuştur. 18 yüklenici firmaya uygulanan bir anket çalışması ve bu çalışma üzerinde yapılan analizler sonucunda yüklenicinin karşıladığı risklerin işverenden daha fazla olduğu belirlenmiştir. Riskli görünen projelerin nasıl üstlenilebileceğini araştırmak ve karşı koyma stratejilerini önceden belirlemek, yüklenicilerin üzerinde önemle durmaları gereken konuların arasındadır. | en_US |
| dc.description.abstract | In Turkey, government is the biggest employer in the construction industry and single determiner of the legal procedures. In this sense, Settlement’s General Conditions of Construction Works, which serves as a basis of all activities from tender and construction risk analysis to contract management of construction works, has to be known and analyzed. All liabilities and risks have to be determined and scrutinized for realization and complementation of construction projects successfully. According to this purpose, a liability sharing table has been made in order to realize schematically which liabilities are how shared between employer and contractor in the Settlement’s General Conditions of Construction Works. A questionnaire has been prepared and 18 construction firm have been answered it. After the calculations and analysis on this questionnaire, it’s been understood that contractor’s liabilities and risks are greater than employer’s. Being insistent in chancy projects, investigating that how undertake this kind of projects and determining withstand strategies previously are the main issues that contractors have to be dwell on. | en_US |
