Dijital Dönüşüm Sürecinin Türk Kamu Yönetiminin Yapısal ve İşlevsel Sorunlarına Etkisi

Özet
İnsanlık tarihi birçok değişim ve dönüşüm geçirmiştir. Bu değişim ve dönüşüm özellikle 1950'ler ve 60'larda ortaya çıkmıştır. Sanayi devrimi ile birlikte gelen kapitalist tüketim mantığı neticesinde üretim ve tüketim kalıpları piyasa sistemi büyük değişime uğramıştır. Bunun yanı sıra Kamu hizmeti tanımı ve Kamu yönetiminin sorgulama sürecinin ilk adımları da bu süreçte başlamıştır. Sorgulamaya başlayan kamu yönetimi sektörü Yeni kamu yönetimi anlayışı çerçevesinde handigaplarını açmaya çalışırken Bilgi iletişim teknolojileri kamu yönetimini rezervasyonu sokmuştur. Bilgi iletişim teknolojilerinin gelişimi ile birlikte küreselleşme kavramı dünya genelinde devlet tanımını kamu hizmet tanımını ve hizmet sunum şekillerinin yeniden tanımlanması ortaya çıkarmıştır. Burada Kamu yönetiminin hantal bürokratik kırtasiyeci yapısı Yeni kamu yönetimi anlayışı çerçevesinin yanı sıra Bilgi iletişim teknolojileri eş güdümünde gerçekleşen elektronik hizmet anlayışı ile açıklamaya çalışılmıştır. Birçok hizmetin elektronik ortamda sunulmasının yanısıra bilgi iletişim teknolojilerinin her geçen gün artan radikal adımlarla karşımıza çıkmaktadır. Özellikle covid-19 süreci ile birlikte dijital dönüşüm kavramı hayatımızın her alanında etkili olmuş ve birçok hizmet sürekli kesintisiz olarak internet aracılığıyla sunulur hale gelmiştir. 2019 yılı itibari ile kurulan dijital dönüşüm ofisi küresel çapta bilgi iletişim teknolojilerinin kullanmada dijital Türkiye projesinin gerçekleştirilmesinde ve Türkiye'nin de rekabet gücünün artmasında önemli rol üstlenmiştir. Dijital dönüşüm projesinin son adımı olan dijital Türkiye projesi Kamu hizmeti sunumunda yenilikçi durağan olmayan ve sürekli kendini geliştiren bir sistemle karşımıza çıkmaktadır. Aynı zamanda ilgiletişim teknolojilerinin gelişimi ile birlikte gelen çevre sorunlarına yine Bilgi iletişim teknolojileri ile merkezi ve yerel yönetim yaşanan çözümler sunulmaktadır. Modern devlet tanımı içerisinde yer alan etkileşimli vatandaş hizmet sunumu kalıpları çerçevesinde geliştirilen dijital devlet mantığında Türkiye birçok uygulama ile karşımıza çıkmaktadır. Bu çalışmada dijital dönüşüm sürecinde Türkiye'nin attığı adımlar, uygulanan projeler kamu yönetiminin yapısal ve işlevsel sorunlarına getirdiği çözümler ele alınmaya çalışılmıştır.
Human history has undergone many changes and transformations. This change and transformation gained a different dimension, especially with the industrial revolution that emerged in the 1950s and 60s. As a result of the capitalist consumption logic that came with the industrial revolution, the production and consumption patterns and the market system have undergone great changes. In addition, the definition of public service and the first steps of the questioning process of the public administration began to be taken in this process. While the public administration sector, which started to question, was trying to open its handicaps within the framework of the new public administration approach, Information and Communication Technologies introduced a new reservation to the public administration. With the development of information and communication technologies, the concept of globalization has revealed the process of redefining the definition of the state, the definition of public service and the forms of service delivery throughout the world. Here, the cumbersome bureaucratic stationery structure of the public administration has been tried to be opened with the concept of electronic service carried out in the coordination of Information and Communication Technologies, as well as the framework of the new public administration understanding. In addition to the fact that many services are offered in electronic environment, as a result of the increasing use of information and communication technologies, we are confronted with larger and radical steps in the form of digital transformation. Especially with the covid-19 process, the concept of digital transformation has been effective in all areas of our lives and many services have been offered continuously through the internet. The digital transformation office, which was established as of 2019, has played an important role in the realization of the digital Türkiye project in the use of information and communication technologies on a global scale and in increasing the competitiveness of Türkiye. The digital Türkiye project, which is the last step of the digital transformation project, presents itself with an innovative, non-stationary and constantly improving system in public service delivery. At the same time, solutions to environmental problems that come with the development of communication technologies are offered by local and central administrations with Information and Communication Technologies. In the digital state logic developed within the framework of interactive citizen service delivery patterns included in the definition of modern state, Türkiye comes up with many examples. In this study, the steps taken by Türkiye in the process of digital transformation, the projects implemented, the solutions brought to the problems of the public administration were tried to be discussed.
