Abstract
Bu çalışmada, Türkiye de Arazi Toplulaştırma yapım yöntemleri incelenmiştir. Arazi toplulaştırmayı yaptıran ve yönlendiren kurumlar tarafından önerilen mülakata dayalı model uygulanması, karşılaşılan sorunlar ve bu uygulamaya ışık tutan ATT ve yürürlüğe girmesi beklenen tüzük taslağının maddeleri karşılaştırılarak olumlu ve olumsuz yönleri ortaya konulmuştur. Blok öncelikli modelde işletmelerin bütün parselleri toplanarak sabit tesisi var ise, sabit tesisin olduğu bloktan yok ise, en büyük parselinin olduğu bloktan tahsis edilecek şekilde Konya-Ereğli-Adabağ köyünde bir dağıtım yapılmıştır. Aynı köyde mülakat modeline göre de bir dağıtım yapılarak çıkan sonuçlar parsel sayısı, parsel büyüklüğü, işi yapım süresi ve işletmelerin yakın akrabaları ile durumlarının değerlendirilmesi yönlerinden karşılaştırılmıştır. Sonuç olarak her ne kadar mülakata dayalı model uygulanılması önerilmekte ise de yapılan araştırmada blok öncelikli dağıtım modelinin iyi sonuçlar verdiği görülmektedir.
In this study, land consolidation methods in Turkey were investigated. Application of interview based model suggested by the responsible institutions, problems occurred with this model and LCR (Land Consolidation Regulations) which enlightens the applications were compared with the matters of the preliminary study of the new regulations, and positive and negative parts are brought up. A consolidation was made in the village of Adabağ in Ereğli in Konya where block priority model was applied. In this model the parcels of the companies were consolidated starting with the blocks which have fixed establishments. In the same village interview based consolidation model was applied and the results were compared under the titles of the number of the parcels, parcel size, duration and evaluation of the companies with their relatives. As a result of the study, although the interview based model has been suggested, the block priority model was given better results.
