Özet
Bu çalışma, yumuşak güç ve kamu diplomasisi kavramları çerçevesinde Türkiye'nin 1998 yılında başlattığı Afrika açılımından 2019 yılının sonuna kadar sürdürdüğü faaliyetlere odaklanmaktadır. Yumuşak güç ve kamu diplomasisi kavramlarına özel bir önem atfedilen çalışmada, zaman içerisinde Türkiye'nin Afrika'ya yönelik kamu diplomasisinin nasıl bir süreçten geçtiği ve etkileri farklı boyutlarda incelenmektedir. Çalışmada yer alan Afrika örneğinde, Türkiye'nin dış politikasında yumuşak güç kaynaklarına bağlı olarak sürdürdüğü kamu diplomasisi faaliyetleri ele alınmıştır. Çalışmada Türkiye'nin sahip olduğu yumuşak güç kaynaklarının, Afrika'ya yönelik kamu diplomasisi faaliyetlerinde farklı şekillerde kullanıldığı görülmüştür. Kamu diplomasisi aktörlerinin zaman içerisinde faaliyetlerinin arttığı ancak Türkiye'nin Afrika'ya yönelik kamu diplomasisi etkinliğinin zaman içerisinde farklılıklar gösterdiği gözlemlenmiştir. Bu kapsamda çalışmanın ulaştığı en temel sonuçlardan birisi, Türkiye'nin Afrika'daki kamu diplomasisi faaliyetlerinin birbirinden farklı etkilere ve yansımalarsa sahip olduğudur. Dolayısıyla Türkiye'nin Afrika'daki kamu diplomasisi faaliyetlerinin zaman içerisinde geliştiği ancak her zaman etkili olamadığı savunulmaktadır. Türkiye, Afrika'ya dış politikasında ayrı bir önem vermekte ve Afrika'daki varlığını artırmak istemektedir. Çalışmada, Türkiye'nin Afrika'ya yönelik kamu diplomasisi faaliyetlerinin etkinliğini artırma ve geleceğe taşıma gayreti içerisinde olduğu savunulmuştur.
This study focuses from African expansion which Turkey started in the year 1998 to its activities maintainig to the end of the year 2019 within the frame of soft power and public diplomacy. In the study which attributed a special significance to the notions of soft power and public diplomacy, it is examined at the different dimensions how Turkey's public diplomacy towards Africa go through a process in time and its influences. At the case of Africa in partaking of the study it has been handled the public diplomacy activities which maintaing depending Turkey's soft power sources at its foreing policy. In the study it has been seen that has been used differently Turkey's soft power sources at the public diplomacy activities towards Africa. It has been observed that the public diplomacy agents increase their activities in time but Turkey's public diplomacy influence towards Africa shows differences in time. In this context the one of the common conclusions which the study extrapolate that public diplomacy activities of Turkey in Africa have from each other different influneces and reflections. Accordingly it is asserted that public diplomacy activities of Turkey in Africa develop in time and are not effective every time. Turkey attaches extra importance to Africa at its foreing policy and want to increase its position in Africa. In study it is asserted that Turkey is in a endeavour to increase the influence of public diplomacy activities towards Africa and to carry into future them.
