Özet
Uzun süredir iç huzuru ve güvenliği tehdit eden terörle, mücadele eden Türkiye'nin bu süreçte başarı ile mücadele verdiği bir gerçektir. Ancak tüm çaba ve gayretlere rağmen Türkiye'nin özellikle etnik ayrımcılık amaçlı terörü tamamen yok etmesi mümkün olmamıştır. Bunun da temel nedeni, terörün militan ve finans kaynağının tam olarak ortadan kaldırılamamasıdır. Bu bağlamda terör olgusunu tamamen yok etmenin terörün desteklerini yok etmekle eş anlamlı olduğu söylenebilir. Nitekim bu desteklerden en bilineni ve önemlisi militan teminidir. Terör örgütlerinin gücü ekonomik geliri ile ölçülse de yeterli militanı olmayan bir örgütün eylemde bulunabilmesinden söz edilemez. Bu açıdan terör örgütlerinin militan temininde genellikle genç insanları tercih ettiği bilinmektedir. Türkiye gibi genç nüfusa sahip bir ülkenin terör örgütlerinin militan temininde zorlanmayacağı açıktır. Çünkü gelişmekte olan bir ülke olarak Türkiye belirli sorunlarla baş etmektedir. Bunların başında ekonomik, toplumsal ve sosyal sorunlar gelmektedir. Tüm bu sorunlar ise terör örgütlerinin propaganda malzemesi olarak kullandığı faktörler haline gelmektedir. Bu faktörlerle gençleri etkileyip kazanmayı amaçlamaktadırlar. Günümüzde terör örgütü mensuplarına baktığımızda genelde genç militanların varlığından söz etmek doru olur. Bu açıdan bakıldığında ciddi bir sorun olan gençlerin terör örgütlerine katılımı konusunda gerekli tedbirler alınmalı ve durumun ciddiyeti göz önünde bulundurulmalıdır. Bu açıdan Türkiye'nin bölünmez bütünlüğü ve güvenliği, devletin demokratik ve laik yapısı ile vatandaşların toplumsal huzuru, can ve mal güvenliğinin sağlanması amacıyla terör örgütlerinin gençleri kazanmalarında toplumsal işbirliği gerekmektedir.
It is a fact that Turkey is successfully struggling with terror that is threatening peace and security for a long time. However, it is not possible to destroy terror especially based on ethnic discrimination despite all the efforts. The main reason of this situation is that terror?s militant and financial support can not be eliminated. In this context, it can be said that elimination of terror is equal to elimination of terror?s supports. Thus, the most known and most important of these supports is providing militants. Even if a terror organization?s power is evaluated with its financial power, a terror organization without adequate militant can not proceed any action. It is known that terror organizations prefer young people as militants and it is obvious that terror organizations won?t struggle to find them since Turkey has a young population. Since Turkey is a growing country, Turkey is struggling with some specific problems. These problems are manly social and economic problems. All these problems are used as propaganda material by terror organizations. They are trying to earn young people by using these factors. Today, when we look at militants of terror, we see that most of them are young people. Therefore, necessary precautions should be taken about participation of young people to terror a organization which is a very serious problem. Social collaboration is needed to protect Turkey?s unity and State?s democratic and secular structure and to establish social peace and security.
