Özet
Bir devletin dış politikası her ne kadar özgün ve bağımsız olursa olsun, doğrudan doğruya hem komşu devletlerle
hem de komşu olmayan diğer devletlerle olan ilişkilerle iç içedir. Bu nedenle dış politika, incelendiği dönemin devletlerarası
ilişkilerin niteliğini belirlemektedir. Bu dönemler incelenmeden bir devletin dış politikası hakkında iyi bir analiz elde
edilemez. Türkiye Cumhuriyeti kuruluşundan günümüze kadar birçok çalkantılı dönemlerden geçmiştir. II. Dünya Savaşı,
askeri darbeler, ekonomik bunalım ve daha birçok çalkantılı vaka sayılabilir. Ancak Turgut Özal dönemi, Türkiye açısından
olumlu bir hava yaratmıştır. Bu olumlu havanın temelinde ise ekonomik iyileşme, demokratik gelişme, komşularla iyi
geçinme ve dış politikada yeni bir yön belirleme gibi hedeflerin olduğu görülmüştür. Bu kapsamda makale, Turgut Özal
dönemi Türkiye dış politikasında komşu devletler başta olmak üzere Avrupa devletleri ve Amerika Birleşik Devletleri ile
olan siyasi, ekonomik ve sivilleşmeye yönelik politikaları incelemiştir.
The foreign policy of a state, though original and independent, is directly intertwined with its relations with neighboring states and with other non-neighboring states. For this reason, foreign policy determines the nature of interstate relations. A good analysis of the foreign policy of a state cannot be obtained without examining these periods. It has passed through many turbulent periods from the establishment of the Republic of Turkey to the day-to-day. World War II, military coups, economic depression and many other turbulent cases could be mentioned. However, Turgut Özal period has created a positive atmosphere for Turkey. At the basis of this positive atmosphere, it is seen that there are goals such as economic recovery, democratic development, good relationships with neighbors and a new direction in foreign policy. In this context, the article examines the political, economic and civilian policies of Turgut Özal in Turkey foreign policy with neighboring states, especially European states and the United States.
