Özet
Hızlı nüfus artışı, kentsel mekanların herhangi bir kontrol mekanizması olmadan büyümesi, çarpık kentleşme ve birçok çevresel sorunun yaşanmasına neden olmuştur. Dolayısıyla kentlerde oluşan olumsuzlukların; sosyal, ekonomik ve fiziksel olarak iyileştirilmesi ihtiyacı ortaya çıkmıştır. Kentsel çöküntü alanlarında yoğunlaşan sorunların eşgüdümlü bir biçimde çözümleyebilmek için de kentsel dönüşüm olgusu ortaya çıkmıştır. Kentsel sorunların giderilmesinde önemli bir araç olan kentsel dönüşüm dünyada olduğu gibi ülkemizde de çokça tartışılmakta olup, bu konuda izlenen ve uygulanan birbirinden farklı birçok politika ve yöntemler bulunmaktadır. Kentsel Dönüşüm Projesi kapsamında yapılan analiz ve planlama çalışmalarında Coğrafi Bilgi Sistemlerinin etkili bir yöntem olacağı aşikârdır. Çalışmada, kentsel dönüşümle birlikte ortaya çıkan mekana dayalı fiziksel değişimlerin Coğrafi Bilgi Sistemiyle ne derece faydalı olduğu özellikle arazi yönetiminde de değinildiği gibi kent topraklarında mevcut durumun tespiti, fiziksel değişimin izlenmesi ve kentsel alanların yeniden düzenlenmesi ve reviz-yonunda yapılacak olan mekansal analizlerle Coğrafi Bilgi sisteminin kullanılabilirliliği araştırılmıştır. Tezde, Coğrafi Bilgi Sistemi'nden yararlanarak oluşturulan tematik bazlı katmanlar kullanılarak, karar vericilere, doğru kararlar alınmasında yol gösterici olunabileceği, kentsel alanlarda daha sağlıklı dönü-şümler yapılabileceği düşüncesi savunulmuştur.
