Deprem sonrası formel destek mekanizmalarının işleyişi: Psikososyal destek hizmetleri üzerine nitel bir çalışma

| dc.description.abstract | Afet ve acil durumların ülkemizin bir gerçeği olduğu her yıl yaşanan olaylar sonucunda görülmektedir. Afetlere yönelik ön hazırlık, müdahale etme ve sonrasına yönelik iyileştirme amaçlı çalışmalar çeşitli kamu kurum / kuruluşları ve sivil örgütlenmeler aracılığıyla yapılmaktadır. Bu kapsamda afetten etkilenen bireylere yönelik afetin ilk dakikası itibariyle psikososyal destek hizmeti verilmektedir. Psikososyal destek hizmetinin koordinasyonu "Türkiye Afet Müdahale Planı" doğrultusunda Aile ve Sosyal Hizmetler Bakanlığı'na verilmiştir. Bakanlık adına bu koordinasyonu Aile ve Toplum Hizmetleri Genel Müdürlüğü Afet ve Acil Durumlarda Psikososyal Destek Daire Başkanlığı yürütmektedir. Bakanlığa bağlı çalışan meslek elemanları ihtiyaç halinde diğer bakanlıklılarda görev yapan meslek elemanları ve ruh sağlığı alanında çalışmalar yürüten sivil toplum kuruluşlarının da desteği ile vatandaşlara bu hizmet sunumunda görev almaktadır. Bu çalışma, ülkemizde meydana gelen 6 Şubat Kahramanmaraş depremleri sonrasında farklı tarihlerde psikososyal destek hizmeti sunumunda Hatay ilinde görev alan meslek elemanlarının deneyim ve gözlemlerini ortaya koymaktadır. Yapılan bu nitel çalışmanın ilerleyen süreçte yaşanması muhtemel afet sonrası psikososyal destek çalışmalarına etki ve kapsam derinliği konusunda da farkındalık sağlayacağı düşünülmektedir. | |
| dc.description.abstract | It is seen as a result of the events experienced every year that disasters and emergencies are a reality of our country. Pre-preparation for disasters, intervention and post-disaster recovery activities are carried out through various public institutions and civil organizations. In this context, psychosocial support services are provided for individuals affected by disasters as of the first minute of the disaster. The coordination of psychosocial support services has been assigned to the Ministry of Family and Social Services in line with the "Turkey Disaster Response Plan". On behalf of the Ministry, this coordination is carried out by the Department of Psychosocial Support in Disasters and Emergencies of the General Directorate of Family and Community Services. Professional staff working under the Ministry take part in the provision of this service to citizens with the support of professional staff working in other ministries and non-governmental organizations working in the field of mental health. This study reveals the experiences and observations of professionals who took part in the provision of psychosocial support services in Hatay province on different dates after the February 6 Kahramanmaraş earthquakes that occurred in our country. It is thought that this qualitative study will provide awareness about the impact and depth of scope of post-disaster psychosocial support studies that are likely to be experienced in the future. | |
