| dc.description.abstract | Parlamenter sistemlerde, meclisin hükümeti siyasetini gensoru ile denetleyebilir. Gensoru özellikle güçlü bir hükümetin bulunmadığı parlamenter sistemlerde en etkin denetim sistemidir. Gensoru ile hükümet, siyaseti hakkında meclise karşı bilgi ve hesap vermek zorundadır. Parlamenter sistemlerde hü- kümetin meclisin güveniyle çalışması esastır. Meclisin güvenini alamayan hü- kümetin istifa etmesi gerekmektedir, gensoru bu amaca hizmet etmektedir. Bakanların veya hükümetin siyasi sorumluluğu gensoru ile denetlenmektedir. Koalisyon hükümetlerinde çokça önem ifade etse de güçlü bir iktidar karşısında pek fazla işlevsel olamamaktadır. | en_US |
| dc.description.abstract | Parliament may check politics of government by the interpellation at parliamentary systems. Interpellation is most active checking system especially where there is not a strong government. By the interpellation, government has to give information and explain about the politics to parliament. Government should work with the trust of parliament as basis at parliamentary systems. The government should resign when it cannot have trust of parliament so interpellation serves to that idea. Government or ministers political responsibility is checked by interpellation. Interpellation is so important for coalition governments but if there is a strong government then it is not so useful. | en_US |
