| dc.description.abstract | Sanayi devrimi sonrasında yaşanan gelişmeler ve toplumsal yapının dönüşümü modern kentleri doğurmuştur. Kentler nicelik ve nitelik bakımından farklı özellikler kazanmış, her geçen gün değişen parametreleriyle toplumsal ve ekonomik etkileşimlerde bulunmuştur. Kentsel alanlarda sağlanan kolaylık ve imkanların yanında ulaşım, altyapı, çevre gibi teknik, yoksulluk ve işsizlik gibi sosyo-kültürel pek çok sorun da gün yüzüne çıkmıştır. Karşılaşılan problemlerin çözümünde teknolojiden faydalanılmakta ve akıllı kent konseptiyle vatandaşlara daha yaşanabilir bir mekân vaat edilmektedir. Bilgi ve iletişim teknolojisinde yaşanan gelişmelerle yeni akıllı kent stratejileri üretilmektedir. Bu noktada blok zinciri teknolojisi akıllı kentlere sunduğu imkanlar ve taşıdığı potansiyeli ile dijitalleşme stratejisinde önemli bir etkiye sahiptir. Yerel yönetimler teknoloji ve inovasyon temelinde yükselen akıllı kent vizyonları oluştururken blok zinciri teknolojisini risk, kabiliyet ve potansiyelleri açısından iyi değerlendirmek, bu konuda iyi bir yol haritası belirlemek durumundadır. Akıllı kent ve blok zinciri teknolojisine dair çok geniş bir literatür taraması yapılan bu çalışmada, henüz yeni bir teknoloji olan blok zincirinin yerel yönetim stratejilerine dahil edilmesinde izlenebilecek bir yol haritası ve blok zinciri teknolojisinin akıllı kente entegrasyonunda dikkat edilmesi gereken noktalar sunulmaktadır. | |
| dc.description.abstract | The developments after the industrial revolution and the transformation of the social structure gave birth to modern cities. Cities have gained different characteristics in terms of quantity and quality and they have social and economic interactions with their parameters changing day by day. In addition to the conveniences and opportunities that cities provide they have brought along many technical problems such as transportation, infrastructure, environment and socio-cultural problems such as poverty and unemployment. Technology is used to solve the problems encountered and a more livable place is promised to the citizens with the smart city concept. With the developments in information and communication technology At this point, blockchain technology has an important impact on the digitalization strategy with the opportunities it offers to smart cities and the potential it carries. While local governments create smart city visions based on technology and innovation, they have to evaluate blockchain technology in terms of its risks, capabilities and potentials, and determine a good roadmap in this regard.In this study, in which a very large literature review on smart city and blockchain technology is made, a roadmap that can be followed in the inclusion of a new technology in local government strategies and points to be considered in the integration of blockchain technology into the smart city are presented. | |
