Özet
Engelliler, kentsel ve sosyal yaşama entegrasyonlarının sağlanması adına, kent ve bölge planlama disiplini içinde önemle ele alınması gereken bir gruptur. Bu bağlamda, öncelikle engellilerin eğitim almaları, daha sonra ise çalışma yaşamına katılımlarının sağlanması gerekmektedir. Kentsel mekanların engellilerin ihtiyaçlarına göre planlanması çağdaş bir toplum olmanın gereğidir ve bir zorunluluktur. Ancak, günümüzde halen engelliler kentsel mekanlarda önemli kısıtlarla karşılaşmakta ve bu durum gerek eğitim gerekse çalışma yaşamına katılımlarını güçleştirmektedir. Bu anlamda, engellilere yönelik mevcut istihdam politikaları geliştirilmesi ve yeni politikaların üretilmesi de gerekmektedir. Bilişim teknolojilerinin beraberinde getirdiği tele çalışma kavramı, ifade edilen politikalara ilişkin önemli bir açılımdır. Söz konusu süreç, bulunulan noktadan bilgiye ve hizmetlere erişimi kolaylaştırmakta ve hareketlilik ihtiyacını ortadan kaldırmaktadır. Bu anlamda, tele çalışma özellikle hareket güçlüğü çeken ortopedik engelliler için önemli bir fırsattır ve değerlendirilmelidir. Teknolojik gelişmelerin, farklı mekansal, ekonomik ve sosyal etkilere de sahip olması bağlamında, tele çalışma, yeni bir çalışma biçimi olarak kent ve bölge planlama disiplini içinde ele alınması gereken kavramlardan biridir. Bu sürecin bir diğer önemli gerekliliği de, kent plancılarının, yeni mekansal ve kentsel teorilere dayanan, yeni planlama metotları ve modelleri ışığında planlarını güncellemesidir. Bu bağlamda tez, engelli kişilerin çalışma yaşamına aktif olarak katılımını artıracak bir model önerisini geliştirmeyi ve bilişim teknolojilerindeki gelişmelerin kent planlama açısından sonuçlarını irdelemeyi amaçlamaktadır.
For providing the integration of disabled people to urban and social life, they must be taken into account in the disipline of urban and regional planning. In this context, it is necessary firstly to provide them getting education, and then participating in working life. The planning of urban spaces is a necessity and obligatory of being a contemporary society, according to the requirements of disabled people. However, disabled people still face some important constraints in urban spaces, and this situation makes both the participation of these people in education and working life difficult. From this point view, it is necessary to improve the policies of present employment and also to produce new policies of it towards disabled people. The telework concept, which has been arisen together with information technologies, is an important perspective related to the policies mentioned. The process expressed makes easy to access information and services at the point stood, and eliminates the requirement of movement. With this meaning, telework is an important opportunity for orthopedic disabled people who suffer especially from movement difficulty, and, of course, this opportunity should be put in to account. In the context that technological developments have some diversifed spatial, economic and social impacts; the telework is a concept which requires, as an new working method, to be examined in the disipline of urban and regional planning. The other important necessity of this process is that urban planners update their plans in the light of new planning methods and models based on new spatial and urban theories. In this context, the purpose of this thesis is to propose a conceptual model which increase the employment of disabled people and evaluate the results of the development of information and communication technologies in the view of urban and regional planning.
