Özet
Yerel hizmet sunumunda yerel yönetim ve sivil toplum kuruluşları paydaşlığı ortaya konurken devlet anlayışının geçirdiği değişim önemlilik arz etmektedir. Aslında değişen devlet anlayışı kamu yönetimindeki dönüşümü beraberinde getirmiştir. Bu dönüşüm sürecinde kamu hizmetinin sunucuları değişkenlik göstermektedir. Bu açıdan değerlendirildiğinde yerelleşmenin önem kazanmasıyla kamu hizmet sunucusunun çoğunlukla yerel yönetimler olduğu öngörülmektedir. Ayrıca bu süreçte katılımcılık ve demokrasi kavramları ön plana çıkmış olup, bu kavramlar kamu hizmet sunumunda sivil toplum kuruluşlarının aktör olarak ele alınabileceğini ortaya koymuştur. Bu çalışmada değişim sürecinde söz konusu paydaşlık, Türkiye açısından ele alınmış olup, kamu hizmeti sunumunda yerel yönetim sivil toplum kuruluşları işbirliğinin teorik izahı yapılmaya çalışılmıştır.
While cooperation between local government and non-governmental organizations in local service delivery is revealed, the changing in the comprehension of the state is important. In fact, the changing in the comprehension of the state brought about the transformation in public administration. In this transformation process, the public service providers vary. From this point of view, with the importance of localization, it is foreseen that the public service provider is mostly local governments. Furthermore, the concepts of participation and democracy came to the forefront in this process and these concepts revealed that non-governmental organizations can be considered as actors in the provision of public services. In this study, the cooperation involved in the change process is discussed for Turkey and the theoretical explanation of the cooperation of local government and non-governmental organizations in the public services delivery has been tried.
