Özet
Bu çalışmada, Düyûn-1 Umumiye-i Osmaniye (Osmanlı Genel Borçları) konusu, ilk kez ortaya çıktığı 1881'den itibaren Lozan Barışı'nın sonuna kadar olan dönemdeki tarihi süreç içinde ele alınarak, alınan devlet borçlarının uygun şekilde kullanılmaması ve vaktinde ödenmemesi durumunda ülkenin içine düşeceği zorluklar ortaya konmaktadır. Alacaklı devletlerin alacaklarını tahsil etmek için bir devleti nasıl esaret altına almaya çalıştıklarının altı çizilerek, yok edilmek istenen bir milletin bu esaretten kurtulmak için sarf ettiği çabalar gözler önüne serilmekte ve özellikle Lozan Barışı sırasında İktisadî esaret zincirinin kırılması için elde edilen başarılar değerlendirilmektedir.
In this study, The General Ottoman Debt matter is discussed. The debt, since its start in 1881 and until the signing of Lossanne Trearty covers the historical process in which the credit if not used properly and paid back on agreed time had caused the country many difficulties. Also this study underlines how the Creditor countries in order to recover their credit resorted to colonize the debtor country. And how a nation struggled to free itself from foreign bondage and the successes she gained is demonstrated. And specially the successful attempts to break the economical bondage at the time of the Lossanne Treaty is evaluated.
