Kıbrıs sorununun Türkiye-Avrupa Birliği sürecine etkisi

Kıbrıs sorunu, Türkiye ile Yunanistan arasında yakın geçmişte ortaya çıkmış olan, bugüne kadar somut anlamda çözüme kavuşturulamayan önemli ve büyük bir sorundur. Bu sorun, pek çok dinamiğe etki ettiği gibi, Türkiye ile Avrupa Birliği arasındaki ilişkilere de doğrudan etki etmektedir. Türkiye, uzun bir süredir Avrupa Birliği'ne tam üye olabilmek amacıyla çaba sarf etmiş, Avrupa Birliği ise bu sürecin gerçekleşebilmesi adına Türkiye'nin karşısına Kıbrıs sorununun çözülmesi ön koşulunu düzenli olarak getirmiştir. 2004 senesinden itibaren Güney Kıbrıs Rum Yönetimi'nin Avrupa Birliği'ne, adayı yalnız başına temsil eder biçimde katılmış olması ise Kıbrıs sorununu çözümsüzlüğe götürmüştür. Çalışmanın amacı, jeopolitik konumu gereği Kıbrıs adasının sorun haline dönüşme sürecini incelemek, bu sürece dâhil olmuş ülkelerin ve Avrupa Birliği'nin tutumunu, düzenlenen zirveler sonucu ortaya çıkan sonuçlar düzleminde analiz etmek ve bu durumun Türkiye ile Avrupa Birliği arasındaki ilişkilere olan etkisini değerlendirmektir. Doküman analizi yöntemiyle hazırlanan çalışmada Kıbrıs sorununun ortaya çıkma süreci, Avrupa Birliği'nin ada ile olan ilişkileri ve Kıbrıs sorununun Türkiye-Avrupa Birliği ilişkilerine etkilerinin incelendiği çalışmada, Doğu Akdeniz bölgesi örneğinden yola çıkılarak son dönemin uluslararası gelişmelerinin Kıbrıs sorununa ve buna bağlı Türkiye-Avrupa Birliği ilişkilerine etkileri tartışılmıştır.

The Cyprus problem is an important and major issue that has emerged between Turkey and Greece in the recent past and has not been resolved in a concrete sense until today. This problem has a direct impact on the relations between Turkey and the European Union as well as on many other dynamics. For a long time, Turkey has endeavoured to become a full member of the European Union, and the European Union has regularly imposed the precondition of solving the Cyprus problem on Turkey in order to realise this process. Since 2004, the Greek Cypriot Administration of Southern Cyprus has joined the European Union, representing the island alone, which has led the Cyprus problem to remain unresolved. The aim of the study is to examine the process of the transformation of the island of Cyprus into a problem due to its geopolitical position, to analyse the attitude of the countries involved in this process and the European Union on the basis of the results of the summits held and to evaluate the impact of this situation on the relations between Turkey and the European Union. In the study prepared by document analysis method, the emergence process of the Cyprus problem, the relations of the European Union with the island and the effects of the Cyprus problem on Turkey-European Union relations are examined. Based on the example of the Eastern Mediterranean region, the effects of the recent international developments on the Cyprus problem and the related Turkey-European Union relations are discussed.
