Abstract
Siyasi bir amaca yönelik planlı ve sistematik şiddet kullanımı olarak
tanımlanabilecek olan terör(izm), tarihi geçmişi eski çağlara kadar uzanan bir
olgudur. Siyasi bir amaç doğrultusunda planlan ve uygulanan terör eylemleri,
özellikle 20.yüzyılın ortalarından itibaren, birçok ülkede ülke bütünlüğünü bozmayı
ve mevcut siyasi düzeni değiştirmeyi amaçlamıştır. Bu amaç doğrultusunda terör,
şiddet kullanarak halkta ve yönetimde korku oluşturmak için birbirinden farklı birçok
yöntem kullanmıştır. Soğuk Savaş’ın ardından uluslararası güvenlik ortamında
üzerinde en çok durulan konuların başında gelen terör, 11 Eylül 2001 tarihinde
Amerika Birleşik Devletleri’ne yapılan saldırılar sonrasında ise uluslararası
güvenliğin bir numaralı gündem maddesi haline gelmiştir. Bu nedenle terörün
nedenleri, terör örgütlerinin yapıları, terörün meydana getirdiği tahribat, terör
örgütlerinin mevcut ve potansiyel yeni saldırı yöntemleri gibi konular akademik
çevrelerin de dikkatimi çekmiş ve bu konular uzmanlar tarafından incelenmeye
başlanmıştır. Bu çalışmanın amacı, terör hakkında yapılan farklı tanımların, terörün
amaçlarının, nedenlerinin ve terör örgütlerinin özeliklerinin incelenmesi; gelişen
teknolojinin de etkisiyle terör örgütlerinin kullandıkları farklı araçların incelenmesi
ve terör eylemlerinin gerçekleştirilmesinde kullanılan araçların çeşitlenmesi
mukabilinde terörle mücadelenin değişen boyutunun incelenmesidir. Bu çalışama da
literatür taraması kullanılmıştır. Çalışmada geçmişten günümüze kadar terörle
mücadele ile yöntemlerinin paradigma değişikliği incelenmiştir.
Terrorism, which can be defined as the planned and systematic use of violence for a political purpose, is a phenomenon that dates back to ancient times. The terrorist acts planned and implemented for a political purpose, especially since the middle of the 20th century, aimed to disrupt the unity of the country and change the current political order in many countries. For this purpose, terror has used many different methods to create fear in the people and the administration by using violence. Terrorism, which is one of the most emphasized issues in the international security environment after the Cold War, has become the number one agenda item of international security after the attacks on the United States of America on September 11, 2001. For this reason, issues such as the causes of terrorism, the structures of terrorist organizations, the destruction caused by terrorism, current and potential new attack methods by terrorist organizations have attracted the attention of academic circles and these issues have begun to be examined by experts. The aim of this study is to examine the different definitions of terrorism, the aims and causes of terrorism and the characteristics of terrorist organizations; The aim of this study is to examine the different tools used by terrorist organizations with the effect of developing technology and to examine the changing dimension of the fight against terrorism in response to the diversification of the tools used in the realization of terrorist acts. Literature review was also used in this study. In the study, the paradigm change of the fight against terrorism and its methods from the past to the present has been examined.
