Özet
Bilgi toplumu, insanlığın geldiği en önemli aşama olarak kabul edilmektedir. Sunduğu olanaklar ile toplumu, ekonomiyi, siyaseti, yönetimi ve kültürü yeniden tanımlamaya ve ele almaya zorlamakta ancak farklı toplumlarda farklı sonuçlar ve etkiler ortaya çıkarmaktadır. Dijital bölünme olarak isimlendirilen şey de bilgi toplumunun sonuçlarından birisi olarak karşımıza çıkmaktadır. Söz konusu bölünme, her ne kadar bazılarınca toplumda zaten var olan eşitsizliklerin yeniden vurgulanması olarak görülse de bu çalışmada dijital bölünmenin bundan çok daha fazlası olduğu üzerinde durulmakta ve söz konusu bölünmeyi önlemeye yönelik alternatifler ele alınmaktadır. Dijital bölünme yurttaşın donanımından kaynaklanabildiği gibi, dijital olanakları ve altyapıyı sunan kamu ve özel sektör kurum ve kuruluşlarından da kaynaklanabilmektedir.
Information society, of humanity as it is considered the most important stage. Offered opportunities to society, economy, politics, management, and to redefine the culture and are forced to address. However, different societies have different results and effects emerge. The digital divide in the name of the thing as the result of the information society is taking. The division by the community although some already existing disparities re-emphasis has been seen as a digital division in this study it is much more to focus on the divide and to prevent the alternatives to be addressed. The digital divide can be caused by hardware, such as the citizens, offering digital opportunities and the infrastructure of public and private sector institutions and organizations that can arise.
