| dc.description.abstract | Gelişmekte olan pek çok ülkede olduğu gibi Türkiye ekonomisinin sektörel yapısının değişimi eşliğinde ekonomik büyümede belirleyici en önemli öğe sermayedir. Çünkü bu ekonomilerde kıt üretim öğesi sermayedir. Sermaye öğesinde ortaya çıkan yetersizlik toplam sermaye tutarı için söz konusu olduğu gibi sermayenin niteliği için de söz konusudur. Sermayenin niteliksel yetersizliği, özellikle bilgi ve deneyim birikimi şeklinde ortaya çıkmaktadır. Bu yetersizliği kısaca “sermayenin uzlanım düzeyi” gibi ifade etmek mümkündür. Gelişme yönünde olan ülkelerde sermaye öğesinde yetersizlik genellikle böyle uzmanlaşmış sermaye yetersizliği şeklinde olmakta; bu yetersizlikte ancak yabancı sermaye ile giderilebilmektedir. Uzmanlaşmış yabancı sermayenin ekonomik büyümedeki belirleyicilik işlev ve etkisi bu öğenin sektörel dağılımında önem kazanmaktadır. Ancak böylece yabancı sermayenin uzmanlığı üretken olabilmekte ve bir anlamda yabancı sermayenin marjinal verimini belirlemektedir. Bu husus özellikle ülkemiz ekonomisi için önemlidir. Çünkü Türkiye 1960’lardan bu yana uygulaya geldiği planlı kalkınma modelinde sektörel yapının değişimi; önemli bir hedef olarak benimsenmiş ve plan ona göre hazırlanmıştır. Buna göre yabancı sermaye girişleri kaçınılmaz olarak sektörel yapıda amaçlanan bu değişmelere göre biçimlenecek ve ona göre yönlenecektir. İşte çalışmamızda böyle bir sektörel yönlenme temel konu olarak seçilmiş; yabancı sermaye girişlerinin sektörel yapıda değişmeye ne ölçüde uyum ve paralellik gösterdiği analiz edilmeye çalışılmış ve bu konuda karşılaşılan sorunlar ortaya konularak ona göre önerilerde bulunmak amaçlanmıştır. | en_US |
| dc.description.abstract | Like in many developing countries, the capital accompanied by the change of sectoral structure in Turkey is the main element which determines economical growth. Because, it is the capital being scarce in these economies. The insufficiency of capital element may seen in both sum and quality of capital. The insufficieny of capital quality may be appeared especially in form of knowledge and experience accumalation. This insufficieny can be called briefly “ level of capital productivity”. The capital insufficeny in developing countries generally come out similar to this way of uzmanlaşmış capital insufficiency; and it can only be prevented by froeing capital. The determination function and effect of efficient capital over economical growth gets importance in the structural distrubution of capital. The productivity of froeign capital can only be productive under this condition and also it leads to marinal productive of capital. This reality is especially important for our country. Because, the sturctural change is adopted as important target in planning model having been applied from 1960 to nowadays. According to this, froeign capital is formed and directed inevidently in terms of sectoral change. In conclusion, this kind of social distribution is decided to be main subjec; the level of adoptation of capital to sectoral change is tried to analsis and it is aimed at obtaining solutions of problems about this subject. | en_US |
