Özet
Bu yazıda, Avrupa Birliği’nin Avrupa’daki bölgesel bütünleşmeyi gerçekleştirmek yolunda bir ortak payda oluşturmak gayesiyle kalkış noktalarından biri olarak kültür sahasını seçmesinin sebepleri sergilenmeye çalışılacaktır. Daha sonra Avrupa’da kültürel mirasın korunması ve kültürel bilincin arttırılması hedefi doğrultusunda televizyonun rolüne değinilecektir. Ardından Avrupa kültürü ve değerleri etrafında ortak bir idrak ya da kamuoyu oluşturmak amacına yönelik olarak atılan önemli adımlardan biri olan “Avrupa Sınır Ötesi Televizyon Sözleşmesi”ndeki kültür vurgusuna işaret edilecektir.
This article seeks to point out the importance of culture for the regional integration movement of the European Union (EU). The European Union takes several steps to conserve and increase awareness of European cultural heritage in all its forms. In this context, The European Union tries to ensure a frontier-free area which will provide a stimulating environment for intellectual life, cultural activities and artistic creativity. Television was the most effective media for introducing the European cultural values across the borders. In order to use television in the service of European culture, a regulation was needed. In compliance with this need, the “European Convention on Transfrontier Television” was formulated to regulate the television programmes. The main stress of this convention was laid on the cultural matters, because the European televisions must have been freed from the influences of the foreign programmes.
