Özet
Araştırmanın Amacı: Bu çalışmada Türkiye’de sağlık hizmetleri ve bu hizmetlerin sunumunda kullanılan sağlık harcamaları ve bu harcamaların finansmanı hakkında bilgi vermek amaçlanmıştır. Yöntemi: Bu çalışma bir araştırma makalesidir ve nitel çalışma tekniği olan literatür taraması ile konunun araştırılması, incelenmesi ve değerlendirilmesi yapılmıştır. Kullanılan finansman yöntemlerinin yıllar içindeki değişimlerinden de bahsedilmiş ve analizi yapılmıştır. Bulgular ve Sonuç: Yapılan literatür incelemesi sonucunda sağlık hizmetlerinde Türkiye’de sağlık harcamalarının büyük bir kısmının kamu tarafından finanse edildiği, diğer ülkelere bakıldığında gelişmiş ülkelerde sağlık harcamalarının GSYH içindeki payının daha yüksek olduğu, Türkiye’nin ise sağlık harcamalarının GSYH içindeki payının önceki dönemlerine göre azaldığı tespit edilmiştir. Dünya’da birçok OECD ülkesinin sağlık hizmetlerinde finansmana ülkemize nazaran daha çok pay ayırdığı, finansman sağladığı bulgularına rastlanmıştır. Ancak Türkiye’nin bu konuda geri kaldığı gözlemlenmiştir.
Purpose of the Study: In this study, health services and health expenditures in Turkey used in the provision of these services and is intended to provide information about the financing of these expenditures. Method: This study is a research article and the subject has been researched, analyzed and evaluated with the literature review, which is a qualitative study technique. The changes in the financing methods used over the years are also mentioned and analyzed. Results and Conclusion: In the literature examination of the health services of a large portion of health spending in Turkey it is financed by the public, when we look at other countries, developed countries was higher than the share of GDP on health expenditures, of the share in GDP to health spending Turkey was determined that decreased compared to the previous period. It has been found that many OECD countries in the world allocate more shares and provide financing to healthcare services than our country. However, it has been observed that Turkey is lagging behind in this regard.
