PROPERTY AND REGISTRATION PROBLEMS ON URBAN AND RURAL AREA REGULATION WORKS IN TURKEY

Özet
One of the two main elements create our professional discipline is the effort to determine the shape of the earth and related developments in measurement methods and techniques, the other is the cadastre and title studies connected with the phenomenon of property. The currency, reliability of the present title and cadastre data on the usage of national database isn't sufficient to respond the needs of technical and information technologies. Land arrangement works in Turkey has been carried out under the two main headings called rural and urban area arrangements. On the other hand, nationalization works have been done either in urban or rural areas for the public benefit. Rural area arrangement is called land consolidation. Optional and mandatory arrangements have been carried out by different institutions. Urban area arrangements are the applications where there are reconstruction plans. The applications are also depend on either the request of property owners or the necessity of the municipalities In order to do the applications on rural and urban areas the cadastre studies must be completed. In all of the applications which are to do in the areas and parcels, it is required to get the information and documents from the cadastre organization and to inform the organisation about the applications and to register later. In this study, a general description of land arrangement works and the problems faced during the process of getting the documents, informing and registration and solutions have been tried to investigate.
