dc.description.abstractAB bütünleşmesinin biçimi konusundaki yaklaşımlardan birini federalizm oluşturmaktadır. Bununla birlikte AB içinde federal yaklaşımın monolitik bir yapı arz etmesi söz konusu olmayıp, bu konuda farklı yorumlama biçimleri bulunmaktadır. Nitekim „devletli? ve „devletsiz? federalizm anlayışları bu tür farklılaşmaya örnektir. AB bütünleşmesi içinde federalizmin başlıca yansımaları arasında; yetki paylaşımının sağlanması, üstünlük prensibinin kabulü, oy çokluğu yönteminin benimsenmesi, parasal birliğin sağlanması, Birlik vatandaşlığına geçiş ve Anayasanın imzalanması önemli bir yer tutmaktadır. Ancak buna karşılık AB; anayasal anlamda ya da klasik tipte bir federasyonun tüm unsurlarını bünyesinde taşıyan bir yapılanma niteliğinde bulunmamaktadır. AB içinde dış politika, güvenlik ve savunma gibi konular üye devletlere bırakıldığı gibi, birtakım alanlarda oy birliği yöntemi benimsenmekte ve ayrıca temel karar organı konumundaki kurum hükümet temsilcilerinden oluşan Bakanlar Konseyi olmaktadır. Bu bağlamda AB, ulus devletlerin de varlıklarını sürdürdükleri yeni bir bütünleşme örneğine karşılık gelmektedir.en_US
dc.description.abstractFederalism is one of the approaches of European Union integration formats. Along with this, the federal approach in EU has not a monolithic structure; there are various types of interpretations on this subject. Likewise, the understandings of federalism „with state? and „stateless? are samples of this type of differentiation. Providing the share of authority, accepting the principle of supremacy, adopting the method of majority, providing the unity in currency, transition to citizenship of the Union and signing the Constitution are among the main reflections of the federalism approach in EU. However European Union does not have the qualifications that cover all the elements of constitutional sense or classical type federation within its structure. As the subjects within EU such as, foreign politics, security and defense are left to the member states, the method of unanimity on some fields has been adopted and also the institution which has the character of the main decision organ is constituted from the Council of Ministers that is composed of the representatives of government. In this contex, EU corresponds to the sample of a new unity in which the EU nation states keep their existences.en_US
