Özet
Toplumların kalkınmışlık düzeylerine, siyasal ve toplumsal özelliklerine göre farklılık gösteren katı atık yönetimi, Türkiye'de yerel yönetimler kapsamında belediyeler tarafından gerçekleştirilmektedir. Bu çalışmanın amacı Türkiye'deki il merkez belediyelerinin katı atık yönetimi kapsamındaki çalışmalarım belirlemektir. Bu araştırma sonucu elde edilen bulgular, belediyelerin sınırları içerisinde yaşanan en önemli çevre sorununun, katı atıklardan kaynaklandığını göstermektedir. Belediyelerin temizlik işleri birimleri tarafından sunulan katı atık hizmetlerinin, fmansal kaynak yetersizliği nedeniyle etkin olarak verilemediği, araştırma sonucunda elde edilen bulgular arasındadır. Bunun yanı sıra, entegre katı atık tesisleriyle ilgili projeler hazırlanmakta, bu projelerin finansmanında da uluslararasi krediler kullanılmaktadır. Elde edilen bulgular, katı atık yönetiminin öneminin henüz tam olarak anlaşılmadığını ve konuyla ilgili çalışmaların başlangıç seviyesinde olduğunu göstermektedir.
Solid waste management differs according to the development level of a community and its social and political characteristics. In Turkey, municipalities, as local government units, are responsible for solid waste management/The aim of this study is to determine the practices of province municipalities on solid waste management in Turkey. The findings of this research show that the most important environmental problem in municipalities originates from solid wastes. Solid waste services in municipalities, usually performed by cleaning departments, are not effective because of inadequate financial resources. Besides, some projects on integrated solid-waste systems have been prepared and international credits were used in financing these projects. The findings indicate that the importance of solid waste management has not been fully understood yet, and the available studies are at an initial stage.
