Özet
Bu çalışma, Türkiye'deki kamu sektöründe faaliyet gösteren şeker fabrikalarının etkinlik düzeylerinin tespit edilmesi ve şeker fabrikalarının tam etkin konuma gelebilmeleri için azaltmaları veya artırmaları gereken kaynakların belirlenmesi amacıyla yapılmıştır. Çalışma kapsamına 25 şeker fabrikası alınmıştır. Şeker fabrikalarının etkinlik düzeylerini ölçmek için Veri Zarflama Analizi (VZA) tekniğinden ve SPSS 10,0 paket programından faydalamlmıştır, Çalışmanın bulgularına göre; 2003 ve 2004 yıllarının şeker fabrikalarının toplam etkinlik (CRS) ortalaması 0.98, teknik etkinlik (VRS) ortalaması 0.99 ve ölçek etkinliği ortalaması 0.99'dır. Bu sonuçlar bazı şeker fabrikalarının etkinsiz çalıştığını göstermektedir. Ayrıca, şeker fabrikalarının 2003 ve 2004 yılları arasındaki fark, istatistiki açıdan anlamlı bulunmamıştır.
This study has been conducted to determine the efficiency level of sugar factories which to be active the public sector in Turkey and the determining of the resources which are needed to increase or decrease in order to reach to the totally active position of the sugar factories to aims of the study. The study scope consists of 25 sugar factories. To measure the efficiency level of the sugar factories, the Data Envelopment Analysis (DEA) and SPSS 10.0 programming has been used. According to the study findings, in 2003 and 2004 the total efficiency average of the sugar factories (CRS) is 0.98, technical efficiency average (VRS) is 0.99 and scale efficiency average is 0.99. These results show that some of sugar factories are operating inproductively. . Seperately, it was not found that there was a significant difference betweeen the year of 2003 and the year of 2004.
