Özet
Halkın yönetimi anlamına gelen demokratik sistemlerde medya, yöneticileri halk adına denetleyen, yönetim ve halk arasında bilgi akışı sağlayarak halkın yönetime katılmasında en etkin olan güçtür. Demokratik sistemlerde dördüncü güç olarak kabul edilen medyalar, günümüzde kendilerine yüklenen demokratik görevleri yerine getiremez hale gelmiş ve medya yapılarında yaşanan tekelleşmelerin, toplumsal yapıda söz sahibi ideolojik güçlerin baskıları sonucu demokratik esaslardan sapmışlardır. Basın özgürlüğü savunucuları ve demokrasi kuramcılarının bugün üzerinde birleştiği konu, medyaların öncelikle kendi içerisinde demokratikleşmesi gerektiğidir. Bu çalışmada, Anayasal bir kuruluş olan Milli Güvenlik Kurulu tarafından alınan 28 Şubat Kararlarına medyanın yaklaşımı ele alınmıştır. Türkiye'de belli çizgileri temsil eden Cumhuriyet, Hürriyet ve Zaman gazetelerinin kararları kamuoyuna yansıtırken benimsedikleri söylemler incelenmiş, haber oluşum süreçlerinde ideolojik güçlerin etkin olup olmadıkları saptanmıştır. Türk Medyasında yaşanan tekelleşmeler ve yayın politikalarının oluşturulması konusunda etkin olan güçler, haberlerin demokratik esaslar çerçevesinde değil, belli ideolojiler doğrultusunda yansıtılmasına neden olmuştur. Demokrasi karşıtı gelişmeler karşısında bile bu yaklaşım söz konusudur.
Media in democratic system which means administration of public is the most effective power which inspects executives on behalf of public and ensures public into the administration by transferring information between media and public. Media, which is accepted the fourth power in democratic system hasn't been able to do the democratic missions which belong to it and has deviated from democratic principles by the monopoly which has taken place in media constitu-tion and the ideological power effects which have the right to comment on social origin. The topic on which democracy theorists and press liberty supporters have the same idea is that media, before all else must become democratic within themselves. In the study, the media approach about 28th February Decisions which were made by a constitu-tional organisation, The National Security Council. Expressions that Hürriyet, Cumhuriyet and Zaman newspapers, which represent certain ideas in Turkey appropriated while they were explaining the decisions to public opinion, have been studied and whether ideological powers have been effective during the news formation has been determined. Powers that have been influential on broadcasting policy formation and monopoly that has taken place in Turkish Media have made the news announced through the certain ideology not democratic principles. The approach is under consideration against the developments opposed to democracy.
