dc.description.abstractBu çalışma GATT ve DTÖ’nün uluslararası politik ekonomiçerçevesinde dünya ekonomisinin gelişmesine ve serbestleşmesineyaptığı katkıları ele almaktadır. Bu çerçevede çalışma üç bölümdenoluşmaktadır. Birinci bölümde GATT’ın kuruluş ilkeleri, amaçları veGATT müzakereleri ele alınmıştır. İkinci bölümde, İkinci DünyaSavaşı’ndan itibaren yerini DTÖ’ye bırakana kadar GATT’ın uluslararasıpolitik ekonomide elde ettiği başarıların değerlendirilmesinin yanı sıraanlaşmanın zayıf yanları ve açık noktaları eleştirilmiştir. GATT’ın Batıeksenli politikalar üretmesi en çok eleştiriyi alan nokta olmuştur.Üçüncü bölümde ise, GATT’ın mirasıyla yola çıkan DTÖ’nün günümüzde164 üye ve 20 gözlemci devlet ile uluslararası ticaret ve politikalara etkisiele alınmıştır. Ticaretin serbestleşmesini temel ilke edinen DTÖ’ye karşıgelişen reaktif girişimlerin yanı sıra son yıllarda bölgesel anlaşmalarınartmasının örgütün geleceğinde etkisi olacağı açıktır. Çin’in Sonyıllardaki yükselişi ve gelişmekte olan ülkelerin taleplerinin gelişmişülkeler ile örtüşmemesi Dünya Ticaret Örgütü’nün geleceği hakkındasoru işaretleri yaratmaktadır. Benzer şekilde son dönemde ortaya çıkanbüyük bölgesel antlaşmaların gelecekte Dünya Ticaret Örgütü’ne iyi biralternatif mi yoksa örgütün varlığına bir tehdit mi olacağı belirsizliğinikorumaktadır. Bu bağlamda küresel ekonomik sistemin değişen yapısıylaortaya çıkan beklentilerle ticaretin liberalleşmesini hedefleyen DTÖ’nünüye devletleri memnun edecek bir yol bulması gerekmektedir.en_US
dc.description.abstractThis study addresses the contributions of the GATT/WTO to theeconomic recovery and trade liberalization of the world economy from theinternational political economy perspective. Within this context, thisstudy consists of three sections. The first section evaluates the GATTnegotiations, objectives, and fundamental principles of the agreement.The second section then moves to assessment of the achievements ofGATT until it left its place to the WTO, as well as criticizes the ambiguousand weak GATT dispute procedures. GATT's western-oriented policieshave been the most criticized issue at this point. In the third section, therole and importance of WTO, the successor of GATT, in internationaltrade and politics with its 164 members and 20 observer states isanalyzed. However, it is obvious that the reactive responses against WTO,and the recent increase in regional agreements will have an effect on thefuture of the organization. The recent rise of the China and the differentperceptions of the developing and developed countries on the worldeconomic order have raised questions about the future of theorganization. Accordingly, it is ambigous that whether mega regionaltrade agreements will be an alternative or a threat to the raison d’etre ofthe WTO. In this regard, due to the changing nature of the worldeconomic parameters and expectations, it is necessary for WTO to find anew approach which meets the expectations of the member states.en_US
