Abstract
Osmanlı Devleti, XIX. yüzyıla kadar, merkezin taşra ile olan irtibâtını ve devletin resmî haberleşmesini ana yollar üzerinden sırasıyla ulak hükmü, menzilhâne sistemi, in’âm hükmü, kirâcıbaşılık ve nihâyetinde de 1839 yılında kurulan posta teşkilâtı vâsıtasıyla sağlamıştır. Devlet seferler sırasında ordusunu cepheye ulaştırabilmek için, yine bu ana yollar üzerinde tespit edilen menzillerden faydalanmıştır. Ayrıca Anadolu’nun Sağ Kol güzergahı üzerinde, surre alaylarına ve hacı kafilelerine hizmet vermek üzere, hac menzilleri oluşturulmuş ve bu menziller sayesinde hem surre alayları hem de hacılar güvenli bir şekilde seyâhat etme imkanına kavuşmuşlardır. Sağ Kol güzergâhında olan Akşehir, bu sistem içerisinde hem haberleşme ve hac menzili olarak, hem de askerî menzil olarak yüzyıllar boyunca hizmet vermiştir.
Ottoman Empire had provided its center’s contact with the provinces and the state’s formal communication on main roads by means of ulak hükmü (messenger authority), system of menzilhâne (posting house),in’âm hükmü ( in’âm authority), kiracıbaşılık and in the end via post-organization which was founded in 1839 until the XIXth century. The state had made use of these main roads that were determined to make its army reach to the front during the campaigns. Furthermore, pilgrimage menzils(halting places) had been formed to render service to pilgrim’s convoys and surre regiments on the Right Wing Route of Anatolia and thanks to these menzils both surre regiments and pilgrims had got the opportunity of traveling safely. Akşehir which was on the Right Wing Route of Anatolia had rendered service in this system as both communication and pilgrimage menzils and military menzils for centuries.
