Özet
Modern bir kavram olarak egemenlik, ancak modern devletin ortaya çıkmaya başladığı dönemle birlikte gündeme gelmiştir. Bu bağlamda, ilk ortaya çıkan şekliyle devletin egemenliğinin günümüze kadar hiç değişmeden geldiği söylenemez. Bu konuda iki farklı dönem vardır. Birincisi, 1789 Fransız Devrimine kadar olan ve egemenliğin tek bir kişiye izafe edildiği dönemdir. Bu dönemde, Machiavelli, Bodin, Hobbes ve Rousseau’nun görüşleri son derece önemli bir yer işgal etmektedir. Rousseau’nun görüşlerinin de etkili olduğu ve Fransız Devrimi ile ortaya çıkan ikinci dönemde ise, bu güç tek bir kişiden alınarak tüm topluma maledilmiştir.
Sovereignty, as a modern concept, has arosen at the same time with the modern state. In this context, it is impossible to say that, sovereignty didn’t change up until now. There are two different periods about this subject. In the first period, sovereignty had attributed to only one person and taken time to the 1789 French Revolution. In this period, Machiavelli, Bodin, Hobbes and Rousseau and their thougths are very important. In the second period which had arosen at the same time with the French Revolution, this power has taken from one person and given all society.
